The Standing Committee of Nghe An Provincial Party Committee gave opinions on implementing the housing development plan for low-income people.

(Baonghean) -This morning, November 5, under the chairmanship of comrade Phan Dinh Trac - Member of the Party Central Committee, Secretary of the Provincial Party Committee, the Standing Committee of Nghe An Provincial Party Committee met to give opinions on the results of implementing the housing development planning and housing solutions for low-income households in Vinh city, Cua Lo town and urban areas; Draft summary report of Resolution No. 42-NQ/TU dated November 30, 2004 of the Politburo on the planning of leaders and managers in the period of promoting industrialization and modernization of the country and Resolution No. 11-NQ/TU dated January 25, 2002 of the Politburo on the rotation of leaders and managers. Also attending were the Standing Committee of the Provincial People's Committee and relevant departments and branches.

To implement the housing development plan for low-income people, the Government has issued many legal documents on support policies for projects of investors. In addition to the mechanisms and policies of the Central Government, the People's Committee of Nghe An province has had support policies for low-income housing projects in urban areas and housing for workers in industrial zones such as: 100% support for survey costs, detailed planning of project construction; 100% support for compensation costs for land and assets on land; 100% support for leveling the ground; permission to use 20% of the project's land fund for commercial housing.

Up to now, in Nghe An province, there have been 10 social housing projects approved by the Provincial People's Committee, of which 3 projects have been built in Le Loi ward, Hung Loc commune and Trung Do ward (Vinh city) including 4 buildings, 194 apartments. Vinh city People's Committee has approved 122 low-income households to buy houses. The investor has handed over 90 apartments. According to the opinions of many delegates, the current prices of apartments for low-income people are still high, the design is not suitable, and there needs to be reasonable adjustments. At the same time, there must be a transparent mechanism, with strict inspection and supervision of the list of subjects eligible to buy houses so that the apartments are sold to the right subjects. To remove difficulties and obstacles, speed up the progress of registered projects, and ensure that low-income people can buy houses, the Provincial People's Committee proposed to allow the establishment of a housing development fund according to Decree 71 of the Government to lend capital to social housing projects; Pilot construction of a low-income house using the provincial budget. At the same time, propose that the Government have additional policies to encourage investors to build apartments for low-income people to rent or buy.

Concluding on this issue, Provincial Party Secretary Phan Dinh Trac requested the relevant agencies to focus on reviewing and selecting feasible projects for implementation; finding every measure to reduce product costs; publicizing the number of apartments for sale, selling prices, and giving priority to those in difficult circumstances to buy first; encouraging agencies with land funds to build social housing and giving priority to those in the agency; carefully surveying households that are not eligible to buy houses to pilot the construction of houses for these subjects using state budget sources.


Also this morning, the Provincial Party Committee listened to and commented on the draft summary report of Resolution No. 42 of the Politburo on cadre planning in the period of promoting industrialization and modernization of the country and Resolution No. 11 of the Politburo on the rotation of leadership and management cadres. Implementing the Resolutions of the Politburo, in the 2005-2010 term and the following years, the whole province had 1,731 cadres planned for the positions of heads, deputy heads of branches and equivalent positions at the provincial level, members of the Standing Committee, key positions at the district level and Party Committees directly under the Provincial Party Committee. In the 2010-2015 term, 1,791 cadres were planned. The cadre planning work was deployed synchronously from the grassroots to the district and province, ensuring objectivity, democracy, and following the correct procedures. The Provincial Party Committee has directed and guided Party committees at all levels, and Party committees leading agencies and units to conduct comments, evaluate and classify cadres according to the process, ensuring democracy and objectivity, creating a premise for the arrangement, placement and planning of cadres. Along with the planning work, the Provincial Party Committee has well implemented the rotation of cadres and considered this a breakthrough in the training and fostering of leaders and managers, especially young cadres. From 2003 to present, Nghe An province has rotated, mobilized and strengthened 729 cadres from the province to the grassroots; from the province to the central level there are 11 comrades; from the province to the district there are 37 comrades. Notably, 21 comrades who are Border Guard cadres have been strengthened to hold the position of deputy party secretary of border communes.

After listening to the comments of the comrades in the Standing Committee, Secretary of the Provincial Party Committee Phan Dinh Trac concluded that he agreed with the draft report and said that, in general, the work of rotating leaders and managers in Nghe An was actively implemented and soon put into practice. Party committees at all levels have paid attention to ideological education and propaganda work, making party members and cadres clear and unified in their awareness; doing a good job of motivating and encouraging self-awareness so that cadres and party members can comply with decisions on transferring cadres. At the same time, proactively building and implementing plans for rotating cadres based on instructions from superiors, contributing to promoting the work of building a strong party and government. The Provincial Party Committee Secretary also noted that party committees at all levels need to draw lessons to have directions for better implementation of planning and rotating management cadres in the coming time. Special attention should be paid to the work of female cadres, young cadres, cadres from ethnic minorities, etc.
