Further improve the quality of journalism work in 2013

On the morning of March 19, the National Conference of Press Officers to deploy key tasks in 2013, jointly organized by the Central Propaganda Department, the Ministry of Information and Communications and the Vietnam Journalists Association, opened in Hanoi.

On behalf of the Politburo and the Central Party Secretariat, speaking at the conference, Standing member of the Secretariat Le Hong Anh highly appreciated the content of the 2012 Press Work Report and the 2013 tasks and directions of the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association.

The Standing Secretariat warmly congratulated and commended the achievements of press agencies and all journalists nationwide.

The Standing Secretariat emphasized that in 2012, in the context of the country having both basic advantages and facing many difficulties and challenges, the press and revolutionary journalists made very important contributions to the country's overall achievements. The press focused on propagating the Resolution of the 11th Party Congress and the resolutions of the Central Committee (11th tenure) into life.

In particular, the Resolution of the 4th Central Conference (11th tenure) associated with Directive 03 of the Politburo continued to promote studying and following the moral example of Ho Chi Minh; propagating the organization of collecting public opinions on the Draft Amendment to the 1992 Constitution; Conclusion of the 3rd Central Conference (11th tenure); Resolution 11/NQ-CP of the Government on key solutions focusing on curbing inflation, stabilizing the macro-economy, ensuring social security, restructuring the economy; Resolution 01/NQ-CP and 02/NQ-CP of the Government on solutions to support the market, promote production and business...

The Standing Secretariat affirmed that the press will continue to play an active role in contributing to the fight against corruption, waste, negativity and social evils. The press will actively fight against false information and arguments of hostile forces and political opportunists who take advantage of democracy, human rights, ethnicity and religion to distort and sabotage our Party, State and people, and divide the great national unity bloc.

Press agencies have stepped up information and propaganda work to protect the sovereignty, territory, and sacred islands of the Fatherland, and to maintain a peaceful, stable, and cooperative environment for national development. Thereby, consolidating and enhancing the trust of cadres, party members, and people of all walks of life in the Party and State, contributing to building and enhancing the leadership capacity and fighting strength of the Party, and building a clean and strong State and political system.

In addition to the achievements, the Standing Committee of the Secretariat frankly pointed out the limitations, shortcomings and shortcomings of the press. Standing Committee of the Secretariat Le Hong Anh suggested that the conference focus on seriously discussing the current situation, deeply analyzing the causes, proposing specific, practical and feasible solutions to immediately and thoroughly overcome those limitations, shortcomings and shortcomings, in order to successfully complete the information and propaganda work in 2013 and in the coming time.

Standing member of the Secretariat Le Hong Anh emphasized that in 2013, the world and regional situation continued to develop complicatedly. Besides basic opportunities and advantages, the country continued to face many difficulties and challenges. Press agencies and journalists need to clearly understand the context and situation, and identify key goals and tasks in 2013 - the pivotal year for implementing the goals, tasks and 5-year plan 2011-2015.

Together with the press management and direction agencies, the Party committees, Party organizations, editorial boards, editors-in-chief, directors, and general directors of press agencies and each press reporter need to promote their responsibility to well implement their political tasks.

The press must grasp and widely, promptly and effectively propagate the Party's guidelines and policies, the State's policies and laws, closely follow the task of ideological work, and actively propagate and encourage the achievements of the renovation process.

Press agencies should attach due importance to discovering and praising new and advanced factors; actively fight against and contribute to preventing and gradually pushing back corruption, waste, bureaucracy, negatives and social evils; effectively refute incorrect, reactionary and hostile information and viewpoints, and firmly protect the Party's ideological front.

The press continues to promote its potential and advantages, overcome weaknesses and shortcomings, improve ideological quality and attractiveness, expand its readership, and strive to modernize its organizational model, facilities, techniques and technology.

The press continues to promote the dissemination of the Resolution of the 11th National Party Congress; resolutions, directives, conclusions of the Central Executive Committee, the Politburo, the Secretariat, legal documents of the State, especially the dissemination of the organization of collecting public opinions on the Draft Amendment to the 1992 Constitution; Resolution of the 4th Central Committee (11th tenure) "Some urgent issues on Party building at present" associated with promoting the study and following of Ho Chi Minh's moral example, solutions to curb inflation, stabilize the macro economy, ensure social security, innovate the growth model, restructure the economy with creative, dynamic, effective and right-oriented forms...

Along with that, the press needs to actively fight against corruption, waste, and negative social phenomena; perform well the function of criticism in a scientific and constructive spirit; expand international exchanges in communication; and organize practical and effective social activities.

Standing member of the Secretariat Le Hong Anh suggested that it is necessary to pay attention to and take care of Party building work in press agencies; to promote the responsibility of Party members of journalists, especially those holding leadership positions; to focus on political and ideological education, to improve professional ethics and lifestyle for reporters and editors. Party committees and Party organizations of press agencies and press management agencies should strengthen inspection and supervision of Party organizations and Party members of press agencies in the implementation of political tasks of collectives and individuals.

In the process of implementing the Central Resolution 4 (11th tenure) on Party building and in regular Party activities, cadres, Party members, and Party organizations in press agencies need to seriously review and self-criticize, clearly identify directions and solutions to overcome limitations and shortcomings related to the political responsibility of each reporter, editor, cadre and Party member in the agency.

The Central Propaganda Department, the Party Committee of Information and Communications, and the Party Delegation of the Vietnam Journalists Association need to better coordinate with relevant sectors, levels, and agencies in providing and exchanging information, on that basis, promptly direct and orient information and propaganda work, especially for important, complex, and sensitive domestic and foreign issues to ensure consistency and timeliness of information in the press.

Along with that, continue to evaluate the implementation results of a number of resolutions, directives and conclusions of the Central Committee, Politburo and Secretariat on press work; complete projects and topics related to press work to submit to the Politburo, Secretariat and Government for promulgation, amendment and supplementation of necessary regulations to solve practical press issues.

Authorities, management agencies and press management agencies need to strengthen state management of the press; promptly reward groups and individuals who do well, and seriously and fairly handle press violations.

At the conference, delegates listened to the Summary Report of the Central Propaganda Department, the Ministry of Information and Communications, and the Vietnam Journalists Association on the press work situation in 2012 and some key tasks in 2013; and listened to presentations from delegates representing departments, ministries, sectors, unions, press management agencies, and press agencies nationwide.

Delegates focused on analyzing and clarifying the main limitations and shortcomings in press work in 2012, presenting lessons learned and discussing solutions; determining the direction, goals and tasks of press work in 2013 and solutions to improve the quality and effectiveness of propaganda work.


As of February 2013, the country had 812 print press agencies with 1,084 publications; 74 electronic newspapers and magazines, 336 social networks, 1,174 general electronic information websites; 67 central and local radio and television stations; 172 radio and television channels promoting programs... The country had nearly 17,000 journalists with practice cards, hundreds of reporters working in the press preparing for the card issuance deadline; more than 19,000 members of the Vietnam Journalists Association.
