Nghe An National Assembly Delegation collects opinions on amendments and supplements to the Electricity Law

(Baonghean.vn) -In preparation for the 4th session of the 13th National Assembly, scheduled to open on October 22, this morning, September 12, the National Assembly Delegation of Nghe An organized a meeting to collect opinions on amending and supplementing a number of articles of the Electricity Law.

Speaking at the conference, Comrade Pham Van Tan - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An announced the expected content program of the upcoming 4th session of the National Assembly with many important contents and will consider and approve 9 draft laws, including amendments and supplements to a number of articles of the Electricity Law. Comrade Pham Van Tan also suggested a number of articles for sectors, agencies and units to focus on contributing comments to amend and supplement the Electricity Law, including: electricity development policy; issues on electricity development planning; formation and development of the electricity market; electricity prices and fees; content of regulating electricity activities.

The Electricity Law was passed by the 11th National Assembly and took effect on July 1, 2005. After 7 years, the Electricity Law has truly solved many problems in the management and development of the electricity sector. However, the implementation process has also revealed some weaknesses, even overlaps and inadequacies. Based on the current reality, at the conference, delegates said that according to the Law, both the province and district levels make electricity development plans, which is causing delays and overlaps. Therefore, there is no need for district-level electricity development plans.

On the other hand, looking at the whole picture, the current planning of hydropower development has many shortcomings, as long as there are rivers and streams, hydropower is built, while there are no sanctions for supervision. Therefore, it is necessary to regulate planning procedures and supervise the implementation of planning to ensure the scientific nature of the planning. The current Electricity Law also does not stipulate measures and sanctions for handling violations of electricity waste, leading to the situation where electricity is already difficult to obtain. Regarding electricity prices, the current electricity price mechanism still has some shortcomings, such as the basis for establishing and promulgating electricity prices is not market-based, leading to some enterprises taking advantage of doing business in fields that consume a lot of electricity such as cement and steel production, which does not encourage investors to provide electricity sources.

The retail electricity price list is also unreasonable, especially the electricity price for the poor and ethnic minority areas. Therefore, it is necessary to regulate the establishment of price lists for both buying and selling prices. The amended and supplemented law also needs to stipulate the conditions for granting electricity business licenses; at the same time, it is necessary to mention the propaganda and dissemination of laws on electricity activities for officials and employees of the electricity industry to operate electricity business safely and effectively as well as for people in using electricity safely and economically.

Also at the conference, representatives of departments, branches and units also adjusted some words in the draft revised Electricity Law to be more concise and strict.
