Land acquisition in Vinh City: Listen to people, speak so people understand, make people believe

(Baonghean.vn) - In Vinh City, many large projects are being implemented, contributing to creating modern and civilized infrastructure and urban appearance. However, for any project, site clearance is always a challenging issue. Faced with this situation, the Standing Committee of the Vinh City Party Committee has had many solutions to direct the mobilization of the strength of the entire political system to create consensus among the people.

During the construction of the project to upgrade and renovate the North Canal passing through Ha Huy Tap Ward, Vinh City, 3 households had to be resettled and more than 100 households suffered impacts such as cracks and subsidence of houses... Therefore, the Party Committee of Ha Huy Tap Ward proactively implemented solutions to ensure that the site clearance process was both smooth and protected the interests of the people.

The North Canal section of Ha Huy Tap ward, Vinh city has been upgraded and renovated.

Accordingly, the ward has proactively promoted and mobilized people about the significance of the project, and assigned an urban regulations officer to regularly stay close to the grassroots to promptly grasp people's feedback.

The most important thing is still the dialogue between the people and the construction unit organized by the ward and Vinh city as intermediaries, combined with general and individual propaganda and mobilization, promoting and spreading typical examples and prestigious people.

According to statistics, since the project was implemented, the number of dialogues between the people - the construction unit - the ward has reached more than 100, of which about 20 had the participation of City officials.

Through dialogues, the ward acted as an intermediary for the affected people and the construction unit to agree on the level of compensation for damages caused by the construction process, following the principle that those with easy access and little damage should be compensated first; those with difficult access and much damage should be compensated later.

On the other hand, to clear the minds and build strong trust for affected households, the ward worked with the city to have a written commitment to the affected households regarding compensation.

Therefore, up to this point, out of more than 100 affected households in the ward, only 8 households have not agreed to the compensation plan, but 6 of them have agreed to the construction. Therefore, the Bac canal section through Ha Huy Tap ward has now been completed.

Comrade Le Van Ngoc - Secretary of the Party Committee of Ha Huy Tap Ward said: "The lesson learned is that we must firmly grasp the three principles in mass mobilization work: listen to people, speak so that people understand and make people believe. Mass mobilization work must involve the entire political system, be carried out anytime, anywhere and by many methods. Besides, to be effective, in the process of mass mobilization, we must know how to filter information, choose key points to implement; at the same time, for compensation and support, there must be a legal document committing to the people to create trust".

Building A2, Quang Trung apartment complex is degraded and potentially dangerous.

In Quang Trung ward, it is currently the peak time for implementing the site clearance work for the renovation project of area A - Quang Trung apartment complex. Accordingly, this phase of the project affects 225 households in houses A1, A5 and A6.

To implement the compensation and site clearance policy, Vinh City People's Committee, Quang Trung Ward and the investor have developed a compensation and site clearance support policy for people based on current State regulations and other commitments of the investor according to recommendations to the people.

After these policies were issued, the locality printed copies and sent them to households; and at the same time, they were broadcast over the block loudspeaker system.

After that, the People's Committee of Vinh City, Quang Trung Ward and the investor held meetings with the people, even at night, to continue to inform about the project, policies and distribute memorandums to collect people's opinions. In addition, the political system of Quang Trung Ward from Party committees, authorities and organizations at all levels conducted propaganda and mobilized people, members and union members.

Up to now, according to Vinh City's report, 100% of households in houses A1, A5, A6 have agreed on the project's policy and 70.6% of households agree with the compensation, support and resettlement policy of the construction investor.

Comrade Ha Thai Son - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Quang Trung Ward said: "With the spirit of respecting the people, being close to the people, ensuring the interests of the people, we continue to coordinate with the city and the investor to mobilize households that have not agreed to complete the site clearance work for this key project".

Not only the above two projects, currently in Vinh City, many key projects of the province are being implemented such as: Eurowindow Tower construction project, investment in the construction of new Nghe An General Hospital (area B), projects under the Vinh Urban Development Sub-project...

Up to this point, most households in building A1, Quang Trung apartment complex agree with the policy, compensation and resettlement support.

To do well the work of site clearance and compensation for projects, ensuring harmony of interests for the people, Vinh City Party Committee has issued a Decision on assigning tasks to members of the Steering Committee to carry out compensation, support, and site clearance for key projects in the area since October 2015.

The city has also established 6 working groups led by 6 members of the Standing Committee of the City Party Committee in charge of directing the implementation of site clearance work and every month the Standing Committee listens to progress reports on site clearance of key projects. The City Land Fund Development Center is the focal point for implementing and deploying site clearance work.

Comrade Nguyen Van Lu - Standing Deputy Secretary of Vinh City Party Committee said: "The City's viewpoint is to carry out site clearance work resolutely and thoroughly and assign clear responsibilities to each sector and locality. This is an important criterion to evaluate and classify units, cadres and party members. In addition, we also assign responsibilities to mass organizations; strengthen dialogue with the people to promptly grasp and remove obstacles in projects, ensuring benefits.
