List of senior leadership positions that must be National Assembly Deputies
Those holding positions such as President, National Assembly Chairman, and Prime Minister will be recommended to continue their responsibilities because they have been elected.
The Law on Organization of the National Assembly stipulates that positions in the State apparatus that must be National Assembly deputies include: President, Vice President; Prime Minister; Chairman of the National Assembly, Vice Chairman of the National Assembly, member of the National Assembly Standing Committee, Chairman of the Ethnic Council, Chairman of the National Assembly Committee.
At the 11th Session of the 13th National Assembly, which took place from March 21 to April 12, the personnel for the above positions was further strengthened by the National Assembly, but all those assigned to take on important responsibilities were still deputies of the 13th National Assembly, term 2011-2016, not of the new term.
Vice Chairman of the National Assembly Uong Chu Luu once stated: “The law requires that position to be a National Assembly delegate, so anyone who is not a National Assembly delegate of the 14th tenure will no longer hold the position. By July 2016, when the new National Assembly will convene its first session, that person’s term will naturally end. In that case, the Party and State will arrange that person to another position that does not require being a National Assembly delegate.”

The election of the 14th National Assembly was successful, the list of elected candidates was announced by the National Election Council, so according to the law, at the first session of the new National Assembly in July 2016, the National Assembly will have to complete the high-level personnel of State agencies for the new term, that is, elect and approve from the President, Prime Minister, Chairman of the National Assembly to high-level leadership positions in the National Assembly and Government agencies.
The election results show that all those elected to hold positions at the 11th Session were elected as deputies to the 14th National Assembly. That means that next month, these people will be introduced to the National Assembly to continue holding their positions.
Specifically, for the three key leadership positions of the State, President Tran Dai Quang was elected in Ho Chi Minh City, Prime Minister Nguyen Xuan Phuc was elected in Hai Phong and National Assembly Chairwoman Nguyen Thi Kim Ngan was elected in Can Tho.
Four Vice Chairwomen of the National Assembly, including Ms. Tong Thi Phong, Mr. Uong Chu Luu, Mr. Do Ba Ty, and Mr. Phung Quoc Hien, were also elected by voters of Son La, Thanh Hoa, Lai Chau, and Lao Cai as deputies to the 14th National Assembly.
Vice President Dang Thi Ngoc Thinh was also elected in Vinh Long with a high number of votes.
Seven other members of the Standing Committee of the National Assembly newly elected at the last session of the 13th tenure were also elected as deputies to the 14th tenure National Assembly, including: Mr. Ha Ngoc Chien (Chairman of the Ethnic Council - running for election in Cao Bang); Ms. Nguyen Thuy Anh (Chairman of the Committee on Social Affairs - running for election in Phu Tho); Mr. Nguyen Duc Hai (Chairman of the Finance and Budget Committee - running for election in Quang Nam); Mr. Vo Trong Viet (Chairman of the National Defense and Security Committee, running for election in Lang Son); Ms. Nguyen Thanh Hai (Chairman of the Committee on Culture, Education, Youth, Adolescents and Children - running for election in Hoa Binh); Ms. Le Thi Nga (Chairman of the Judicial Committee - running for election in Thai Nguyen); Mr. Tran Van Tuy (Head of the Delegation Affairs Committee - running for election in Bac Ninh).
The members of the Standing Committee of the National Assembly elected to the National Assembly this time also include: Mr. Nguyen Van Giau - Chairman of the Economic Committee (running for election in An Giang); Mr. Nguyen Hanh Phuc - General Secretary of the National Assembly, Head of the National Assembly Office (running for election in Thai Binh); Mr. Phan Xuan Dung - Chairman of the Committee on Science, Technology and Environment (running for election in Ninh Thuan).
Of the 18 members of the National Assembly Standing Committee, there are a number of members who are not running for re-election as XIVth term deputies, so the National Assembly will introduce and elect replacements to take up their positions.
At the First Session of the 14th National Assembly, after being elected, the President, Prime Minister, National Assembly Chairman and Chief Justice of the Supreme People's Court will continue to swear allegiance to the Fatherland, the People, and the Constitution of the Socialist Republic of Vietnam.
At the 11th Session of the 13th National Assembly, President Tran Dai Quang, Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan and Chief Justice of the Supreme People's Court Nguyen Hoa Binh took the oath of office for the first time before the National Assembly./.
