Faced with the above situation, Nghia Dan district police have directed professional teams to step up their efforts and fight fiercely against drug crimes to “stop supply and demand” and clean up the area. In particular, the Criminal Police - Economic - Drug Team is identified as the main force.

Through the work of grasping the situation, using professional measures, detectives and investigators discovered at Minh An motel, address Tan Hong block, Nghia Dan town, there were 2 strangers (1 male, 1 female) who often came to rent rooms to eat and rest but showed signs of illegal drug trafficking.

In early June 2016, the Criminal Investigation Department of Nghia Dan District Police established a Project coded 0616H, and assigned the Criminal Police - Economic - Drug Team to develop an investigation plan to solve the case. Under the direction of the District Police leadership, a working group was assigned to ambush and monitor all movements of the two subjects above; thereby identifying the suspect as Vu The Hai (born in 1974), residing in Dong Quang hamlet, Dong Hieu commune, Thai Hoa town, Nghe An province.

Hai had a criminal record and was sentenced to 8 years in prison for illegal drug trafficking. In 2013, after completing his prison sentence, Hai returned to his hometown but was often absent from the area. The woman living with Hai as his wife is Nguyen Thi Tho (21 years old), residing in Nghia Binh commune, Nghia Dan district, and is considered to be beautiful.

Learning about Tho's personal life, it is known that her life has had many ups and downs. At the age of 18, Tho lived with a young man outside of marriage and had a child together. After a while, her "husband" left Tho to marry another woman, so she accepted to raise the child alone. Through investigation and verification, it was determined that Tho and Hai were having an affair to illegally buy and sell drugs. The plan to catch these two subjects red-handed was quickly deployed by the Task Force.

On June 9, detectives discovered Vu The Hai leaving the motel, riding a large-displacement motorbike worth over 100 million VND to a mountainous commune bordering Nghia Dan district, then returning to Minh An motel but not leaving his room for the entire afternoon.

Believing that Hai was waiting for Tho to deliver the “goods”, four detectives and investigators were assigned to break into the motel room and catch the subjects red-handed while they were dealing drugs. At around 2:00 p.m. on June 9, the detectives discovered Nguyen Thi Tho appearing at the Minh An motel, then going up to Hai’s room.

Receiving the signal to crack the case from the Head of the task force, the task force quickly surrounded the room and suddenly broke into the room, catching Vu The Hai and Nguyen Thi Tho red-handed for illegally buying and selling drugs. The seized evidence included 26.5 grams of heroin, 2 mobile phones, 2 large-displacement motorbikes and 40 million VND.

At the Nghia Dan District Police Department, Vu The Hai admitted that Tho was his mistress. According to the report, while working for money to raise his child, Tho accidentally met Vu The Hai. Facing the attractive beauty of a woman with a child, Hai tried every way to approach and flirt with Tho.

To fool the public and his wife who was working abroad, Hai discussed with Tho about living in the countryside. Whenever they met, the two often made appointments at motels or hotels. Knowing that Nghia Binh commune was home to many drug addicts, Hai discussed with his "wife" organizing illegal drug trafficking to get money to spend. Hai was tasked with getting the "goods" and delivering them to Tho to bring to Nghia Binh commune to retail to those in need. However, this was the first and last time Tho's hands were "tainted".

Because she is raising a young child, Nguyen Thi Tho was released on bail by the Nghia Dan District Police Department, but is prohibited from leaving the area. The case is currently being investigated and expanded.
