On June 26, the Criminal Investigation Agency of Thu Dau Mot City Police (Binh Duong province) announced that they have temporarily detained Nguyen Huu Phuc (50 years old, residing in District 10, Ho Chi Minh City) to investigate and clarify his fraudulent activities involving the appropriation of property.

According to initial investigations, in mid-May 2016, Nguyen Thanh Long (32 years old, originally from Thanh Hoa; temporarily residing in Hiep Thanh ward, Thu Dau Mot city) had his truck impounded by traffic police in Tan Uyen town (Binh Duong province) for violating traffic laws.

While having coffee, Long met Phuc. The man, who drove a four-seater car, introduced himself as a leader at the Ministry of Public Security, in charge of 17 provinces and cities nationwide.

Later, this "fake" police officer promised to help retrieve the car if Mr. Long paid 0 million VND to handle the "procedures." More than a month passed, but the car was still missing. When Mr. Long called to urge him, the officer told him to pay an additional 2 million VND for "drinking and partying."

On the evening of June 23, Phuc arranged to meet Long at a coffee shop in Thu Dau Mot City to receive the money, but was caught red-handed by Nguyen Thanh Hai's "Knights" group from the Phu Hoa Ward Crime Prevention Team (Thu Dau Mot City).

During questioning, Phuc admitted to impersonating a member of the Ministry of Public Security to defraud and misappropriate property. He had a previous conviction for fraud and was released from prison in 2015.
