(Baonghean) - The new school year 2016 - 2017 has begun, like many other localities, the Education and Training sector of Quynh Luu is facing many choices and concerns, besides the advantages there are many difficulties.

Mr. Vu Minh Ky - Head of the Department of Education and Training of Quynh Luu district shared: Entering the new school year 2016 - 2017, besides the achievement of continuing to maintain the quality of universal education for 5-year-old children to be recognized by the province, the Department of Education and Training of Quynh Luu also received a joy and a new mark when the district had 3 students achieving the highest scores in the 10th grade entrance exam compared to the whole province (from 46.25 points to 47.5 points).

Thus, besides Ho Xuan Huong Gifted School which has a long history and still maintains its achievements, the district has another school with better educational quality from the mountainous area, typically Quynh Chau Secondary School.

Mr. Nguyen Tu Uyen - Principal of Quynh Chau Secondary School said: In the past 5 years, every year the school has been in the top 10 secondary schools in the province and top 3 in the district in terms of the percentage of students with high scores in the entrance exam to grade 10. Although it is a mountainous school, every year the school has students passing the entrance exam to Phan Boi Chau Specialized School, this year alone there are 5 students passing the Math, Literature, English...

The above results are achieved first of all from the capacity and dedication of the teaching staff and the efforts of the families and students. Over the years, along with creating conditions for the teaching staff to meet and exceed standards, the school regularly organizes training sessions, teaching demonstrations, classroom visits and exchanges, and comments to improve the quality of teaching.

Along with Quynh Chau Secondary School, Quynh Hau Kindergarten is also honored to be the first school in the district to meet level 2 standards. Returning to the school right when it was preparing for the new school year, Ms. Ho Thi Yen - Vice Principal of the school said: With the attention of the commune, right from the time of reaching national standards level 1 in 2010, the school's Board of Directors raised the issue with the Party Committee and the People's Committee of the commune to build to meet level 2 standards to determine to build an implementation plan; after 6 years, along with the improvement and continuous consolidation of the teaching staff, the school was invested 11 billion VND to build 12 more functional classrooms, a hall, and an outdoor stage to meet the requirements of level 2 standards. Up to now, every year the school has been recognized as the leading school of the district. Currently, with a scale of 20 classrooms and 543 - 550 students, the school not only accepts enough children in the commune but also attracts children from other communes to enroll.

In addition to 68/105 schools meeting national standards, accounting for 64.8% (the whole province is 62.9%); Quynh Luu district continues to be one of the 6 units completing level 3 universal education in the province; the rate of excellent students in the province in all grades (9-11-12) ranked 5th in the whole province. In particular, last school year, Quynh Luu was the district that successfully transferred the number of redundant teachers when transferring 30 secondary and primary school teachers to preschool level. This is a very difficult task, requiring the efforts of both teachers and management staff.

Difficulties and barriers

Along with positive signs, Quynh Luu still faces many difficulties, especially the shortage of preschool classrooms and school dropouts. According to statistics from the district's Department of Education and Training, although the new school year has begun, the entire district still lacks over 100 preschool classrooms, leading to the rate of mobilizing children to go to school not meeting the set requirements.

Quynh Lam is one of the communes lacking the most preschool classrooms in the district, with 10 classrooms. Ms. Bui Thi Huong - Vice Chairwoman of the Commune People's Committee admitted: The commune has tried but has only ensured facilities for primary and secondary schools. Due to the large area and large population, there must be 4 preschools; however, none of them have met the standards.

Not only is there a shortage of preschool classrooms, but recently, the progress of mobilizing facilities to build schools that meet national standards in the district has shown signs of slowing down; each year, only a few schools meet the standards, and the facilities for teaching and learning are not invested in a uniform manner and are quickly deteriorating. According to the plan for the 2015-2016 school year, 100% of schools will implement the 10-year foreign language teaching project, but so far, only 22/35 schools have been able to do so.

Along with the shortage of classrooms and substandard classrooms, the Quynh Luu Education sector is facing an increasing number of dropouts. Not only coastal communes such as Son Hai and Quynh Long, but also mountainous communes (typically Quynh Lam) have a high rate of dropouts.

Regarding this issue, Mr. Ho Xuan Nhi - Vice Principal of Quynh Lam Secondary School frankly said: A few years ago, the situation of students dropping out of school in the commune was at an alarming level. The school reported and coordinated with the locality, making efforts to mobilize, so the number of students dropping out of school decreased from 20 - 25 students in the past to 10 - 12 students/year now. The reason why students drop out of school is because they cannot absorb the material, leading to discouragement; some students after dropping out of school go to work far away, so it is very difficult to mobilize them to return...

To help the students, within 3 years the school organized 3 supplementary classes to grant degrees and provide career guidance for the students, but it is very difficult to limit dropouts. Although the district has an increasing rate of students with high test scores and excellent students, the rate of poor students is still quite high; the rate of qualified and above-standard management staff is high but not commensurate with the quality of teaching; some localities have not paid attention to preschool education, so the rate of mobilization to attend school is still low compared to the general level of the province.

To overcome the above difficulties and shortcomings, according to Mr. Vu Minh Ky - Head of the Department of Education and Training of Quynh Luu district, there is no other way but to continue to do a good job of mobilizing and popularizing education; closely following the policy of the sector to continuously improve the quality of teaching. In parallel with taking advantage of the help and support of the province and the department, the sector must do a good job of advising local authorities to pay more attention and invest in education; actively mobilize social resources to upgrade school facilities. In the long term, disadvantaged localities and special areas must promote appropriate propaganda and in-depth mobilization so that the achieved changes can be sustainable.
