Proposal to prosecute National Assembly member Chau Thi Thu Nga and accomplices

The Ministry of Public Security's Investigation Police Agency requested the Supreme People's Procuracy to prosecute Ms. Chau Thi Thu Nga and 7 other defendants for fraud and property appropriation.

According to the Government Portal, the Ministry of Public Security's Investigation Police Agency has concluded the investigation into the case of Chau Thi Thu Nga and her accomplices committing fraud and appropriation of property. The incident occurred at Housing Group Joint Stock Company and the B5 Cau Dien project, Bac Tu Liem District, Hanoi.

Accordingly, the Ministry of Public Security's Investigation Agency has concluded the first phase of the case, transferred the case file to the Supreme People's Procuracy to propose legal prosecution of the accused Chau Thi Thu Nga (former National Assembly Delegate of the 13th tenure, belonging to the National Assembly Delegation of Hanoi City) and 7 other accused as accomplices; and continued to investigate the second phase of the case.

Previously, on January 7, 2015, the Ministry of Public Security's Investigation Police Department issued a decision to initiate a criminal case, prosecute, temporarily detain and search Chau Thi Thu Nga for the crime of fraud and property appropriation.

The investigation results determined that from 2008 to present, the project to build CT5 and HH2 apartment buildings at B5 Cau Dien, Hanoi has not been approved by the Hanoi People's Committee for planning adjustment, and has not been granted a construction permit, but Ms. Chau Thi Thu Nga, Chairwoman of the Board of Directors of Real Estate Investment and Construction Group Joint Stock Company and her accomplices at Real Estate Investment and Construction Group Joint Stock Company have independently created models, symbols, locations, and areas of apartments and then used them to sign 752 capital contribution contracts and collect more than 377 billion VND from investors, which are now unable to be paid.

Ms. Chau Thi Thu Nga's actions constituted the crime of fraud and appropriation of property under Article 139 of the Penal Code.
