| On September 14th, flash floods swept through four inland communes of Tuong Duong district – Yen Tinh, Yen Hoa, Nga My, and Yen Na – causing serious damage to houses, belongings, and crops. The floodwaters carried many houses and household items, accumulating in the area around Huoi Nguyen bridge in Tam Dinh commune, turning it into a giant floating garbage dump on the Khe Bo hydroelectric reservoir. |

| Accordingly, this is an opportunity for people from Dinh Tien, Pung, and Canh villages (Tam Dinh commune), as well as people from more distant communes such as Tam Huong and Mo Than villages (Tam Quang), to come to this floating garbage dump to search for waste. |
