Rotation and transfer

(Baonghean)-We've talked a lot about the rotation of cadres, but how many people truly understand the meaning of those two words?

- Which two words are you referring to?

- It's a rotation!

- I think someone has already understood it all. It means taking something away and then bringing it back to the original starting point in a circle, thus creating a cycle of movement.

- In terms of meaning, that's correct. "Luân" means circle. And "chuyển" means movement, transport. Transporting something and then transporting it back in a closed circle is called "luân chuyển" (circulation). But...

- But why?

That's the literal meaning. But there's a figurative meaning too!

- What do you mean...?

- The purpose of personnel rotation is to create movement and transformation in the quality of personnel by moving them to or from lower levels, from one position to another, from one field to another, from one locality to another, in order to create a diverse environment for training experienced personnel with rich knowledge and the ability to apply and combine theory and practice skillfully. But...

But why?

- The outcome doesn't always coincide with expectations. There are officials who are rotated but not transferred. This means they are sent for training and development, but this doesn't lead to any significant improvement in their professional skills, expertise, or sense of responsibility. They go simply to fulfill an obligation, or to "polish" their image and meet the criteria for appointment or promotion to leadership or management positions, rather than to improve themselves.

- That sounds complicated, doesn't it?

- It's not complicated at all, sir. Just do things straightforwardly. Those who have been rotated or transferred should be sent back to their original positions for consideration and promotion to higher roles. However, if someone has been rotated but shows no positive progress, they shouldn't be transferred back to their old position but should be kept on probation or transferred elsewhere to avoid stagnation in personnel management.

- Now I understand what you mean! Basically, there must be rotation and transfer before consideration and promotion can be made, but if there's no rotation, then you're "eliminated from the fight"?

- That's right, transparency and fairness are essential to motivate people to participate in the rotation. Treating everyone equally will stifle their motivation. Rotation, though seemingly one thing, is actually two; we must differentiate carefully to handle it flexibly and appropriately in order to achieve the desired results.
