Chairman of Nghe An Provincial People's Committee dialogues with people of Nghi Thiet commune

(Baonghean.vn) - On the morning of September 25, Deputy Secretary of the Provincial Party Committee - Chairman of the Provincial People's Committee Nguyen Xuan Duong led a working delegation to have a dialogue with Nghi Thiet people to resolve difficulties in site clearance for investment projects in the area.

Also attending the dialogue were comrades Nguyen Huu Cau - Member of the Provincial Party Standing Committee - Director of the Provincial Police Department, Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee; representatives of the Party Committee and local authorities of Nghi Loc District and Nghi Thiet Commune.

Currently, in Nghi Thiet commune, the site clearance work for three major projects of the province, namely the Cement Grinding Station, Vissai Seaport and DKC petroleum depot, still has unresolved problems. The dialogue of the province aims to resolve difficulties between the people, the government and businesses so that the project can be implemented according to the committed time.

The project to build the DKC petroleum depot was approved by the People's Committee of Nghe An province in the detailed planning in Decision No. 1933/QD-UBND.DT dated May 18, 2015. This project has 24 residential land plots affected by the project. Up to now, the District People's Committee has approved the compensation plan, land acquisition for 13 households, and paid money to 12 households. The Compensation and Site Clearance Council coordinated with the Forest Protection Management Board and households whose trees are cared for under the project within the project planning and agreed on the tree payment ratio according to the approved plan. Up to now, households have cut down the forest trees and handed over the land.

Comrade Le Ngoc Hoa - Vice Chairman of the Provincial People's Committee informed about the projects invested in construction in Nghi Thiet commune.

In the planning area of ​​the DKC Petroleum Depot project, there are over 1,000 graves. Currently, the compensation and support plan for 615 graves/119 files has been approved. The remaining 56 graves are being completed by the District Compensation and Site Clearance Council to submit to the District People's Committee for approval.

Construction of items at Nghi Thiet Grinding Station (Nghi Loc).

For the project of building a Cement Grinding Station of Song Lam Cement Factory in Nghi Thiet Commune, the Provincial People's Committee approved the detailed construction plan at a scale of 1/500 in Decision No. 1466/QD - UBND - XD dated April 16, 2015. Currently, Nghi Loc District has approved the compensation and support plan for 128 households affected by land, trees, and graves and has paid compensation and support to households in accordance with regulations.

Regarding the Vissai seaport construction project, the People's Committee of Nghe An province approved the planning in Decision No. 5297/QD - UBND. DT dated November 12, 2015, to date, has approved and paid support money to 32 households for fishermen anchoring and fishing at Bai Hau: Approved and paid support money to 32 households. To date, the Bai Hau area has been handed over to the construction unit.

Mr. Nguyen Trong Hung - Xom Moi questioned the planning limits of industrial projects in the area.

Also at the dialogue, there were 27 opinions from the people and the Nghi Thiet commune government requesting the authorities to resolve the problems in the process of implementing the projects.

Regarding the Vissai seaport project: households in Nam Thinh and Bac Thinh hamlets have not agreed to the support regime for fishing in the Bai Chuoi area, so the households are still obstructing the construction.

At the DKC Petroleum Depot Project: Some households have not agreed to inventory compensation for graves to be relocated (there are still nearly 400 graves), and some households have received compensation but have not moved (only 267/671 have been moved) for many reasons: have not found a location to move, do not agree to move to the centralized cemetery; 9 households have not agreed to sign the documents because they have not agreed on the compensation price.

Mr. Vo Van Gun, Chua 1 hamlet, requested that the two projects strictly implement the licensed area and not expand; at the same time, he expressed concern about environmental issues. "Do these companies have a commitment that there will be no environmental pollution after putting them into use?", Mr. Gun asked and requested that the companies support the locality in building infrastructure.

Mr. Nguyen Van Vong, Hai Thinh hamlet, as well as many other opinions of Nghi Thiet commune residents, requested that authorities at all levels explain and clarify some issues that still cause public outrage in the incident on July 30, when functional forces were protecting construction at the Vissai Seaport project in Bai Chuoi area.

Also at the dialogue, the majority of people in Nam and Bac Thinh hamlets proposed to determine the number of months of production to calculate support money for fishing households to create conditions for changing occupations and finding jobs. They proposed to raise the average income of households higher than the current level of 200,000 VND/day.

Regarding the compensation support price for career conversion, people also proposed that at this forum, the province announce the final support level.

Construction of cement grinding station.

At the dialogue, representatives of investors and the Management Board of the Southeast Economic Zone, Nghe An province responded to the opinions of the people. Both Mr. Nguyen Ngoc Oanh - General Director of The Vissai Group and Mr. Thai Hong Huong - Deputy General Director of Thien Minh Duc Company committed that the projects would ensure environmental protection and promised to invest in some local welfare projects.

In addition, Mr. Nguyen Ngoc Oanh - General Director of The Vissai Group also committed that by November 15, 2016, the residential road under construction will be put into use to serve the people of Nam and Bac Thinh hamlets, as well as the payment of compensation to people whose houses were affected by the mine explosion will be made, at the latest before October 30.

Vice Chairman of the Provincial People's Committee Le Ngoc Hoa affirmed to the people that the province will monitor the implementation of promises to the people; at the same time, he said that he agreed with the people's opinion on increasing the support period for fishing households to create conditions for career change and job search according to the following levels: regular fishing is 10 months, irregular fishing is 6 months and the remaining fishing subjects are 3 months. However, the average income level/day remains the same at 200,000 VND/day and cannot be increased due to regulations.

Regarding some issues that still cause public outrage in the incident on July 30, when the functional forces were protecting the construction site at the Vissai Seaport project in the Bai Chuoi area. Colonel Nguyen Huu Cau affirmed: at that time, the police force deployed to protect the construction site was correct, there was a document from the State agency assigning the police force. The subjects who violated the crime of resisting people on duty, and causing public disorder have surrendered.

The Provincial Police Director also suggested that immediately after this dialogue, the people of Nghi Thiet commune should propagate to the people in the commune the thoughts, feelings, and policies of the province and investors towards the locality so that they do not listen to bad people leading to illegal acts.

At the end of the dialogue, Chairman of the Provincial People's Committee Nguyen Xuan Duong affirmed: "The projects implemented in Nghi Thiet are key projects of the province in the period of 2016 - 2020. Therefore, people need to be aware that national interests are always linked to people's interests.

The chairman expressed: We are very grateful for the 27 highly responsible and conscious opinions of the people in this dialogue. From here, we will record, explain and consider the opinions and recommendations to have the most appropriate way of propaganda and adjustments (if any).

In particular, he also noted to the authorities at all levels: In the process of implementing the construction of the management of the authorities at all levels, including investors, there is also a lack of appropriate propaganda and mobilization methods to gain the consensus of the people, so that people clearly understand the significance of these two projects, the significance of investing in large projects in the area.

Explaining the people's recommendations, comrade Nguyen Xuan Duong affirmed: "The province has fully implemented legal procedures related to the project. The province requires investors to commit to not violating environmental sanitation; there is a mechanism to monitor these contents. The province will strictly handle corrupt officials who make mistakes in the process of performing their duties and hopes that the people will reflect. The authorities are also trying to fully utilize the policy framework of the Party and the State, ensuring the most benefit for the people in supporting the impact and changing their jobs. Infrastructure works such as the market and secondary school of the commune, the new cemetery of Nghi Thiet commune will be supported by the commune to be renovated."

Immediately after the dialogue, people highly agreed with the explanations of the authorities at all levels and of the Chairman of the Provincial People's Committee, to reach an agreement on the compensation and relocation support plan, to best serve the site clearance work of key projects in the area.
