Appointing officials: Is the process flawed?

Recently, public opinion among officials, Party members, and the people nationwide has been outraged by several cases of leaders in ministries, departments, and localities appointing their children and relatives to positions within the state apparatus in an irregular manner. However, when these cases were discovered and investigated, they were all concluded to have followed "the correct procedures." So, the question arises: Is there a problem with the procedures in personnel management?

Scientists, Party members, and the general public all believe that the Party and State's personnel management processes, such as training, planning, and appointments, are very rigorous and scientific. Therefore, the problem here is that those operating these processes have encountered influences that distort the process; or that those operating the process have deliberately distorted it to gain personal benefit or the benefit of a group of people, rather than for the benefit of the community or the nation.

As someone with many years of research and teaching experience in science at Can Tho University, Associate Professor Dr. Le Phuoc Loc affirms that processes in natural sciences involve strict and rigorous requirements regarding the sequence of operations to produce the desired final product. However, in social sciences, where personnel management falls under this field, the implementation of processes is always influenced by the entities operating those processes.

Upon carefully examining the career paths of some officials who were found to lack the necessary qualifications, ethics, and work capacity, and comparing them with the principles governing personnel management processes, Associate Professor Dr. Le Phuoc Loc pointed out several irregularities.

The circumstances of our country during the war years, and even the harsh environment of imperialist prisons, were the training grounds for many of our Party and State officials, fostering their growth and development. This is the assertion of Mr. Pham Ba Lu (76 years old, over 50 years of Party membership), currently the Head of the National Liaison Committee of Former Prisoners of War Captured and Imprisoned by the Enemy During the Resistance War.

Mr. Pham Ba Lu stated that the virtue of a cadre lies in caring for the people, being loyal to the Fatherland and the Party; the talent lies in knowing how to apply practical skills to organize and implement the Party's resolutions and policies to serve the people; the cadre's style must always be close to the people, going to hotspots, and promptly resolving people's grievances. Furthermore, a cadre needs humility, understanding of the people, and a pure heart.

Mr. Pham Ba Lu believes that in order to have a good team of cadres, the Party's cadre work needs to be thorough, close to the people, and meet all the standards set by the Central Committee. For example, regarding morality - how virtuous is the person; regarding qualifications, they must be fundamentally trained, not trained in a way that only prepares them for promotion.

Public opinion among Party members, officials, and the people nationwide is placing great trust in the Party and Government's determination to purify the ranks of officials. The fight against corruption and negative practices knows no boundaries; there is a determination to build a constructive, proactive, and honest government; and to select talented individuals, not relatives… These are the views of the highest leaders of the Party and Government in eliminating "the rotten apples," building a truly clean and strong Party, and a government and administrative agencies at all levels that truly serve the people and the nation...

According to Ms. Nguyen Thi Hong Minh, former Deputy Minister and former Deputy Secretary of the Party Committee of the Ministry of Fisheries, to achieve this, the assessment of officials' capabilities must be based on concrete contributions and scientific works that benefit the community and are recognized by everyone. The resume and qualifications of each candidate are only sufficient conditions for each leadership position…

Ms. Nguyen Thi Hong Minh suggested that civil servant recruitment or promotion should be conducted through very clear and transparent competitive examinations. Furthermore, these examinations should have an independent oversight mechanism.
