PV:The 20-year journey has further affirmed the role and contribution of the Party Committee of the Bloc to the growth of enterprises in particular and the general development of the province. Could you please share the most important issues?

Comrade Thai Khac Thu:On October 3, 1996, the Standing Committee of Nghe An Provincial Party Committee issued Decision No. 223/QD-TU on the establishment of the Nghe An State-owned Enterprises Party Committee, on the basis of receiving 108 grassroots party organizations under the Provincial Party Committee, Vinh City Party Committee, and Party Committees of provincial-level agencies. In 2011, due to the process of reorganizing production, equitizing State-owned enterprises and converting ownership forms, the State-owned Enterprises Party Committee was renamed the Nghe An Enterprises Party Committee to ensure appropriate leadership and direction. In 2010, the Nghe An Enterprises Party Committee was renamed the Nghe An Provincial Enterprises Bloc Party Committee as it is today.

After 20 years with 5 congresses, the Party Committee of the Bloc and grassroots Party committees have always closely followed the development and operation of enterprises to innovate the content and methods of operation, affirming the role of the political nucleus in leading and directing the development of enterprises. Party building work is taken care of in each different type of enterprise. The Party Committee has issued a number of specialized resolutions throughout to strengthen the role and capacity of Party organizations in each type of enterprise.

Typical examples are Resolution No. 01/NQ-DU on Improving the quality of grassroots party organizations in joint stock enterprises; Resolution No. 03/NQ-DU on Improving the quality of party members in enterprises to meet new requirements; Resolution No. 01/NQ-DU on Improving the quality of activities of grassroots party committees in enterprises; Resolution No. 02/NQ-DU on Improving the quality of political and ideological education to meet new requirements.

The Party Committee has seriously implemented the Central Resolution 4 “Some urgent issues on Party building today” and promoted the study and following of Ho Chi Minh’s moral example in Party organizations, cadres, Party members and workers. Party organizations, cadres and Party members in enterprises have been developed in both quantity and quality. Currently, the entire Party Committee of the Bloc has 131 Party organizations and 5,058 Party members. The Party Committee of Nghe An Enterprise Bloc has achieved the title of Clean and Strong for many years.

The Party Committee of the Bloc and the grassroots Party Committees actively follow up and receive opinions, recommendations and proposals from enterprises to promptly propose to the province to direct all levels and sectors; coordinate with economic groups and state-owned corporations to remove difficulties and obstacles for enterprises, especially in terms of capital, mechanisms and policies, creating conditions for enterprises to innovate technological equipment, expand production and business, diversify industries and products; improve competitiveness in the period of market economy and integration.

Accordingly, the revenue and profit of enterprises in the Party Bloc are higher year after year, with an average annual growth rate of 12-13%. Contributions to the State budget are increasing, accounting for 20-25% of the province's total domestic revenue; the average income of workers increases annually by 15-20%. Enterprises have actively participated and made great contributions to social security work, gratitude, and the program "Tet for the poor"...

PV:In practice, what difficulties and challenges do the Party Committee of the Bloc and its affiliated business party organizations encounter, comrade?

Comrade Thai Khac Thu:The Provincial Business Bloc Party Committee does not have a government at the same level, so leadership and direction are concentrated through the leaders of party organizations, through cadres and party members. On the other hand, current enterprises operate under the Enterprise Law, which regulates the ownership representative in the activities of enterprises according to the law and the activities of the party organization really depend on the support and facilitation of the owner - the business owner.

Another problem is that most enterprises are small and medium-sized, have outdated technological equipment, are slow to invest in innovation, have low integration and competitiveness capacity, and low business efficiency... Meanwhile, the leadership capacity and fighting strength of some party organizations are slow to innovate compared to the requirements of development; have not demonstrated their leadership role, have not participated in quality with the Board of Directors, Board of Members and Board of Directors on strategies, production and business plans; have not taken care of building a team of staff, contributing to promoting business development.

There are changes in the organization and personnel work at some grassroots Party committees; some enterprises are facing prolonged difficulties in production and business activities, affecting Party building work. These are challenges and difficulties in Party work at the Provincial Business Bloc Party Committee.

PV:Faced with the difficulties and challenges of the integration period, what are the requirements for the Party Committee of the Bloc and the grassroots Party Committees to continue promoting their roles, comrade?

Comrade Thai Khac Thu: In the context of deep integration with increasingly fierce competition, in addition to opportunities, enterprises in the Party Committee of the Bloc also face many difficulties and challenges. Requiring the Party Committee of the Bloc and grassroots Party committees to continue to innovate the content and methods of operation to meet the requirements of tasks in the new situation.

Firstly, thoroughly grasp the Party and State's viewpoints and economic development guidelines to flexibly, creatively and effectively implement them in practice. Strengthen the situational awareness, proactively advise, propose and recommend to the Provincial Party Committee, People's Council, People's Committee and all levels and sectors on policies and solutions to support businesses in overcoming difficulties and promoting production and business development.

Second, take care of education and training of workers and laborers in enterprises in both quantity and quality; improve political capacity, educational level, expertise, professional skills, industrial style, labor discipline of workers; ensure employment, increase income, improve working conditions, housing, welfare facilities, protect rights, improve material and spiritual life of workers and laborers.

Building a team of entrepreneurs belonging to the Party Committee of Nghe An Business Bloc in particular and Nghe An enterprises in general to grow stronger in both quantity and quality; having good management and business skills, high professional ethics and social responsibility; promoting the talent and active and creative role of the team of entrepreneurs with Nghe An identity.

Third, strengthen and improve the quality of inspection, supervision, strictly implement Party discipline, actively push back social evils, corruption and waste. Well implement the grassroots democracy regulations; build solidarity and unity in Party organizations and enterprises to create high consensus among cadres, Party members and workers.

Fourth, innovate the movement of mass organizations. Organize emulation movements in production and labor, promote technical innovation initiatives in production, business, and administration.
