(Baonghean.vn) - On the afternoon of September 20, the People's Committee of Nghe An province held a working session with the supervision delegation of the National Assembly's Finance and Budget Committee to monitor the implementation of the state budget, public investment and ODA capital management.

Attending the meeting were members of the Provincial Party Committee: Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee; Cao Thi Hien - Vice Chairman of the Provincial People's Council and leaders of a number of relevant departments, branches and sectors.

On the side of the monitoring delegation, there was Mr. Nguyen Huu Quang - Deputy Chairman of the National Assembly's Finance and Budget Committee as head of the delegation along with leaders and officials of the committee.

Overview of the working session.

At the working session, reporting on the medium-term public investment plan for 2016 - 2020, Mr. Nguyen Huu Mao - Deputy Director of the Department of Planning and Investment of Nghe An province said that in this period, it is necessary to focus resources on 3 breakthroughs including infrastructure development, human resource development and administrative reform. Prioritize infrastructure investment for key areas, projects that create breakthroughs for development such as industrial parks, economic zones, etc.

According to Mr. Mao, in the period 2011 - 2015, although the domestic and international context had many fluctuations, the economic situation faced many difficulties, the weather and epidemics were complicated, Nghe An still achieved a number of achievements in socio-economic development. The average GDP growth rate during this period reached nearly 8%. Mobilization of total social investment capital reached more than 180,000 billion VND, of which private capital reached more than 106 billion VND, budget capital more than 11,000 billion VND....

The results of investment in social development have significantly changed the socio-economic infrastructure of the province. Especially in terms of transportation, irrigation and urban development... According to the Deputy Director of the Department of Planning and Investment, in the period of 2011 - 2015, Nghe An province was notified and allocated more than 20 billion VND of State budget capital. The annual capital allocation has closely followed the principles and criteria of the Central Government, especially the Prime Minister's Directive on strengthening the management of investment capital from the State budget and Government bonds.

In addition to the achieved results, the process of implementing the State Budget capital construction investment plan still has some difficulties such as confusion in understanding and applying legal documents related to investment activities; investment needs of programs exceed capital balance capacity; investment attraction is still limited, especially in the first years of attracting foreign investment; planning work and especially construction planning have not met requirements; handling of outstanding debts in basic construction is still difficult. In particular, the biggest difficulty is that site clearance work is often delayed and confusing.

Working with the monitoring delegation, Mr. Nguyen Xuan Hai - Director of the Department of Finance also reported on the implementation of the State Budget estimate in 2016 and the construction of the estimate for 2017. 2016 is the first year Nghe An implements the 5-year socio-economic development plan 2016 - 2020. According to Mr. Hai, the 2016 plan was delivered to the grassroots for implementation right from the beginning of the year. The whole province performed well the election of National Assembly deputies and People's Councils at all levels for the 2016 - 2021 term. The budget revenue in the first 7 months of 2016 reached nearly 5,800 billion VND, reaching nearly 63% of the year's target.

Speaking at the meeting, comrade Le Xuan Dai shared the difficulties that the locality is facing in budget collection as well as in budget balance. The Vice Chairman of the Provincial People's Committee believes that Nghe An will complete the budget collection target set at the beginning of the year.

Speaking after listening to the report, the Vice Chairman of the National Assembly's Finance and Budget Committee highly appreciated many areas that Nghe An has achieved, especially the budget revenue in the first 7 months of the year of Nghe An is higher than the national average. "Such budget revenue results are very positive, especially domestic revenue", said Mr. Nguyen Huu Quang and said that regarding budget expenditure, the monitoring delegation also highly appreciated Nghe An's implementation. After the inspection, the delegation said that Nghe An's expenditure was carried out very seriously.

However, in addition to the positive aspects, the monitoring delegation also pointed out many limitations such as in domestic budget collection, revenue from state-owned enterprises is lower than that of foreign and private enterprises. This is considered a long-standing limitation, the monitoring delegation hopes that Nghe An will improve this situation. "However, we see that the results achieved are still not commensurate with the potential. The monitoring delegation hopes that in the coming time, Nghe An's revenue capacity will be higher than the level previously proposed," the Deputy Chairman of the National Assembly's Finance and Budget Committee emphasized.
