Arrested bank manager who swindled billions and fled to Cambodia to open a company

After defrauding a director of more than 4 billion VND, Ngan fled to Cambodia, used fake documents to get married, have children and open a company until he was arrested by the police.

On September 24, the Criminal Investigation Department (PC52), Ho Chi Minh City Police, announced that it had arrested Nguyen Hoang Ngan (37 years old, residing in District 4) under a wanted warrant for "fraudulent appropriation of property".

Ngan was previously the Head of Binh Chanh Transaction Office of Saigon Thuong Tin Commercial Joint Stock Bank (Sacombank) Cho Lon branch.

According to initial information, around June 2009, Mr. LVM (director of a company in District 10) went to the Binh Chanh Transaction Office of Saigon Thuong Tin Commercial Joint Stock Bank to meet Ngan to borrow 2.8 billion VND with the collateral of 2 houses in District 4.

During the loan application process, Ngan instructed Mr. M. that Ngan would prepare all the procedures, Mr. M. only needed to sign and stamp the company seal.

Taking advantage of this, Ngan prepared fake debt receipts for each loan and gave them to Mr. M. to sign and stamp.

When the bank approved a loan of 2.8 billion VND for Mr. M., Ngan directly received the money and appropriated it. Then, Ngan told Mr. M. that the bank did not approve the loan.

In addition, while Mr. M. was waiting for a bank loan, Ngan made up excuses and borrowed another 60,000 USD from Mr. M. but then did not pay it back.

From Mr. M.’s complaint, Ho Chi Minh City Police started investigating and found that Ngan had already fled. After that, the Police decided to prosecute the case, prosecute the accused and issue a wanted warrant for Ngan.

It is known that after fleeing to Cambodia, Ngan used fake documents to become a citizen of that country.

Since then, Ngan got married, had children and opened a company trading in electronic equipment and components.

Thinking that he had concealed his identity perfectly, Ngan recently often visited the Moc Bai border gate area, Tay Ninh province to conduct business transactions, but was arrested by detectives from the Criminal Investigation Police Department, Ho Chi Minh City Police in coordination with the Moc Bai International Border Gate Border Guard Station.
