Government working regulations

The Government has just issued the Government's Working Regulations, which clearly state the Government's five working principles.

The Government resolves work through discussion and resolutions at Government meetings.

Specifically, the Government works on the following principles:

1- The Government operates under a regime that combines the powers and responsibilities of the collective Government with the powers and individual responsibilities of the Prime Minister and each individual member of the Government. The Government decides by majority rule on matters under the Government's authority. All activities of the Government and members of the Government must ensure the leadership of the Party and comply with the provisions of the Constitution and laws.

2- Promote the personal responsibility of the head, each task is assigned to only one person to preside over and take responsibility. If the task is assigned to a Ministry, a ministerial-level agency, or a provincial People's Committee, the Minister, Head of the ministerial-level agency, or Chairman of the provincial People's Committee must take responsibility.

3- Proactively resolve work within the assigned authority, in accordance with the order and procedures prescribed by law and the Government's Working Regulations; ensure coordination requirements, information exchange in resolving work and in all activities according to the functions, tasks and powers prescribed by law; subordinates obey the leadership and direction of superiors.

4- Implement decentralization and reasonable delegation of authority to local authorities in accordance with the provisions of law, ensuring unified management of the Government; at the same time, promote the initiative, responsibility and creativity of local authorities in performing state management tasks.

5- Public, transparent, and modernize the operations of the Government, ministries, ministerial-level agencies, and state administrative agencies at all levels; implement a unified, smooth, continuous, democratic, modern, honest, people-serving, and people-supervised administration.

Responsibilities, scope, and methods of handling government work

According to the regulations, the Government unifies the management of the state administrative system from central to local levels; fully performs the tasks and powers of the Government as prescribed in the Constitution and laws.

The way the Government handles its work is to discuss and decide at Government meetings; send out ballots to solicit opinions from Government members.

The Government discussed and decided on the following important issues: The Government's proposals on the development of laws, ordinances and resolutions to be submitted to the National Assembly and the National Assembly Standing Committee; draft laws and resolutions to be submitted to the National Assembly, draft ordinances and resolutions to be submitted to the National Assembly Standing Committee; strategies, planning and long-term and annual socio-economic development plans; state budget estimates and annual central budget allocation plans; state budget settlement; monthly, 6-month and annual socio-economic situation and tasks and solutions for directing and implementing the socio-economic development plan.

In addition, the Government discusses and decides on the organizational structure of the Government; the establishment and abolition of ministries and ministerial-level agencies; the establishment, merger and dissolution of government agencies; the establishment, dissolution, merger, division and adjustment of administrative boundaries of provinces, centrally run cities and special administrative-economic units.

The Government discusses and decides on the annual work program of the Government; reviews the direction and administration of the Government, the Prime Minister and the implementation of the Government's Working Regulations; issues that the law requires the Government to discuss and decide on; other necessary issues as decided by the Prime Minister.
