(Baonghean.vn) - On the morning of October 3rd, the Nghe An Provincial Fire and Rescue Police organized a fire fighting and rescue drill at Trung Do Tower (Vinh City).

Attending the exercise, on behalf of the Central Government delegation was Major General Nguyen Quang Chu - Deputy Director General of the General Department of Politics, Ministry of Public Security.

Representing Nghe An province were Comrade Le Xuan Dai - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, and Head of the Provincial Steering Committee for Fire Prevention and Rescue; representatives from provincial departments and agencies; and the forces participating in the exercise.

The exercise scenario was as follows:

At 8:20 AM on October 3, 2016, a fire and explosion occurred in apartment 406 (4th floor) of Trung Do Tower. The cause was a technical malfunction resulting in a gas leak in the apartment's pipeline, creating a dangerous, flammable mixture. This, combined with sparks from the electrical system, caused an explosion and a large fire. The fire caused part of the ceiling to collapse, and the flames quickly engulfed apartment 406.

Due to radiation, convection, and heat transfer, the fire is at risk of spreading to adjacent rooms, engulfing the entire floor area of ​​the 4th floor, up to the 5th floor, and down to the 3rd floor; at the same time, several fires may break out in other apartments due to electrical system malfunctions and because some families are using heat-generating appliances and, when the alarm sounds, people evacuate but do not turn off these appliances.

At the time of the fire, approximately 500 people were inside the building; the explosion and fire resulted in 20 injuries on the 4th floor and trapped over 200 people inside. The fire covered a large area, emitted intense heat, and produced a lot of smoke and toxic gases, limiting visibility and hindering evacuation, search and rescue, and firefighting efforts.
