Convert 50% of markets in Nghe An to new model

(Baonghean.vn) - On the afternoon of October 11, comrade Le Xuan Dai - Member of the Provincial Party Committee - Permanent Vice Chairman of the Provincial People's Committee chaired a meeting to listen to and give opinions on the Draft Decision promulgating "Regulations on the process of converting the model of organization, management, business and exploitation of markets in Nghe An"

Attending the meeting were representatives of relevant departments, branches; districts, cities and towns.

Currently, there are 405 markets in the province, of which 16 have changed their management model, including 7 markets managed by cooperatives and 9 markets managed by enterprises, accounting for 4% of the total number of markets operating in the area.

Implementing Decision 1756/QD.UBND of Nghe An Provincial People's Committee on approving the Project on market development in Nghe An province for the period 2016 - 2020, with a view to 2025. The Department of Industry and Trade has drafted the "Regulations on the process of converting the model of organization, management, business and exploitation of markets in Nghe An", including 3 chapters and 24 articles.

In which, regulations on the process of converting market models from boards, groups, communes, wards, towns, and private market management to business models (established under the Enterprise Law), cooperatives (established under the Cooperative Law) operating and managing markets.

Ms. Vo Thi An - Deputy Director of the Department of Industry and Trade reported on the draft decision "Regulations on the process of converting the organization, management, and business model of market exploitation in Nghe An".

In particular, the process of converting the market model is clearly regulated: Steps to convert the model to an enterprise; Cooperatives exploit, operate and manage the market; establish a Management Board (MB), develop a market conversion plan, market model conversion plan; appraise and approve the market model conversion plan; forms and methods of bidding to select enterprises, cooperatives to operate and manage the market; contractor selection process...

Regulations on the process of converting the market organization, management, business and exploitation model also clearly state the responsibilities of departments, branches, districts, market management boards/teams; enterprises and cooperatives that have been selected to exploit, do business and manage the market.

The goal by 2020 is to complete the conversion of 50% of the markets in the province to the model of cooperative enterprises for market exploitation, business and management. Of which, 100% of wholesale markets, grade 1 and grade 2 markets, markets in wards, markets in the center of towns and districts will convert to the model of enterprises, cooperatives for market exploitation, business and management.

Comrade Le Xuan Dai - Vice Chairman of the Provincial People's Committee requested departments, branches and localities to focus on implementation to suit the trend of civilized trade integration.

After listening to the representative of the Department of Industry and Trade present the draft, delegates contributed opinions, supplemented and clarified a number of contents: the scope of regulation and subjects of application of the regulation, determining the conversion of management model or transfer of market ownership; clearly stipulating the time limit for investors to lease land and assets on land for a certain number of years; market design and construction must be linked to planning to facilitate the process of converting market management model; there should be instructions attached to the regulation for localities to apply...

Concluding the working session, comrade Le Xuan Dai - Permanent Vice Chairman of the Provincial People's Committee emphasized: In the past time, although the work of converting market models has encountered many difficulties, departments, branches and localities need to focus on implementation to suit the trend of civilized trade integration.

Regarding the draft "Regulations on the process of converting the organization, management, and business model of markets in Nghe An", it is proposed to separate Article 1 of the regulation into two (scope of regulation, applicable subjects), in which the regulations on model conversion and market ownership are reasonably integrated.

In addition, the Department of Industry and Trade needs to consider the provisions for markets 100% invested by the State, applying the Management Board model, operating in the form of public service units, self-ensuring regular expenses, and can apply to manage one or several markets in the area. In Article 16, it is recommended that the Department of Industry and Trade coordinate with the Department of Planning and Investment to unify the contents related to management, investment, and basic construction to comply with the law.

In addition, for markets that are converted and are associated with market property ownership, the contract period is 49 years; this content is related to the land lease of investors, so further clarification is needed. In the process of implementing the regulations, if deemed necessary, the Department of Industry and Trade is requested to coordinate with relevant departments and branches to issue documents guiding localities in implementing the regulations.
