(Baonghean.vn) - The regional separation of enrollment for ethnic minority high schools in the province over the past many years has in fact created inadequacies and discrimination between students from National Highway 7 and National Highway 48. Students do not have the opportunity to exchange cultures between regions. The proportion of teachers and managers who are ethnic minorities is too low. That is the reflection of the Supervisory Delegation of the Ethnic Council of the Provincial People's Council on the management of enrollment and implementation of policies for teachers and students at ethnic minority boarding schools in the province with the Department of Education and Training on the afternoon of October 11.

Through actual monitoring at ethnic minority boarding schools in the province, at the working session with the Department of Education and Training, the monitoring delegation of the Ethnic Minority Committee of the Provincial People's Council recommended that the Department of Education and Training clarify the following contents: The annual enrollment quota is still too low compared to the actual enrollment demand of ethnic minority children (each class has only 25 students, 3 classes/school). The annual enrollment work is still slow.

In the annual allocation of enrollment quotas for grade 6 in ethnic minority secondary schools, there is no division by ethnic group but still a top-down scoring system, so there is no equal ratio for ethnic minorities such as Kho Mu, H Mong, etc.

The separation of enrollment for ethnic minority high schools in the province for many years has created problems, creating discrimination between students in localities along National Highway 7 and National Highway 48, and students do not have the opportunity to exchange cultures between regions.

Most of the ethnic minority secondary schools do not have the budget to pay for teaching 2 sessions/week. The teacher regime according to Decree 61 and 19 is still inadequate, for example at Ky Son Ethnic Minority School and Con Cuong Ethnic Minority Secondary School.

The rate of teachers and managers who are ethnic minorities in boarding schools is still very low, many schools do not have managers who are ethnic minorities. The monitoring delegation suggested that the Department should advise the Provincial People's Committee on shortcomings in enrollment work to ensure timely, appropriate enrollment and attract students from remote and disadvantaged areas.

Explaining the recommendations of the Delegation, the representative of the Department of Education and Training responded to the contents that the Monitoring Delegation was interested in reflecting:

Regarding enrollment: According to the regulations of Decision 49 of the Ministry of Education and Training, the number of students in ethnic minority boarding schools is not more than 30 students per class. Furthermore, due to the lack of facilities, increasing the number of students is difficult in terms of budget. The small number will improve the quality of teaching. The enrollment is slow, the Department will learn from experience and urge to do it more promptly.

The representative of the Department of Education and Training also admitted that the separation of enrollment areas is unreasonable and inappropriate. In the coming time, the Department will consult on solutions to rotate districts between Route 7 and Route 48 with similar targets. The plan is based on students' wishes, enrollment is based on input quality.

Explaining the low rate of ethnic minority teachers, a representative of the Department of Education and Training said: The state's policy gives priority to children from ethnic minority areas. However, the recruitment of teachers according to Decree 29 of the Ministry of Education and Training does not have regulations on giving priority to ethnic minorities, and priority is given only when the scores are equal. Therefore, the rate of ethnic minority teachers being recruited is very low.

To ensure that each ethnic minority boarding school has at least one ethnic minority manager and each teacher must know an ethnic minority language, the Department has a policy of training teachers to learn ethnic minority languages. Based on this situation, the Department will advise the Provincial Party Committee and the Provincial People's Committee to have separate mechanisms and policies to recruit ethnic minority staff and teachers while ensuring teaching quality.

From the above recommendations, the Monitoring Team recommends that the Department of Education and Training coordinate with departments, branches and sectors to have solutions to further improve the work of state management on enrollment and implementation of policies for teachers and students in ethnic minority boarding schools.
