Land prices in Vinh City start at a minimum of 1.7 million VND/m2.
(Baonghean.vn) - On the afternoon of October 24th, the People's Committee of Nghe An province held a regular meeting to hear and give opinions on several draft resolutions to be submitted to the Provincial People's Council for consideration and promulgation. Comrade Nguyen Xuan Duong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, presided over the meeting.
Attending the meeting were representatives from the Provincial Party Committee's Propaganda Department, the Vice Chairmen of the Provincial People's Committee, members of the Provincial People's Committee, representatives of the Provincial People's Council, and leaders of various departments and agencies.

Members of the Provincial People's Committee, along with representatives from various departments and agencies, listened to and commented on the draft Resolution to be submitted to the Provincial People's Council on "Proposing the issuance of regulations on some policies to support investment projects in the construction of social housing in Nghe An province". This is one of the policies to encourage investors to build social housing for low-income earners and workers in industrial zones.
According to the draft proposal, the provincial budget will support 100% of the costs for topographic and geological surveys and the preparation of detailed construction plans for the project, based on the estimated value approved by the competent authority and according to the final settlement figures verified by the Department of Finance; support 100% of the costs for land compensation and clearance according to the State's compensation rates after approval by the competent authority; and support 100% of the land leveling volume based on the design and estimated costs approved by the competent authority and according to the final settlement figures verified by the Department of Finance.

The draft also mentions that the provincial budget will support 80% of the investment cost for constructing technical infrastructure systems (public lighting, parking lots, internal roads, drainage, green spaces) within social housing projects, based on designs and cost estimates that have been appraised and approved by competent authorities, but not exceeding 3 billion VND per project.
The provincial budget also invests in roads and drainage systems up to the boundaries of social housing projects and directs specialized enterprises to invest in electricity, water supply, and communication systems up to the project boundaries for direct sales to investors.

Also on the afternoon of October 24th, the Provincial People's Committee gave its opinion on "Issuing regulations on tuition fees in public educational institutions under the management of Nghe An province from the 2016-2017 school year to the 2020-2021 school year" to be submitted to the Provincial People's Council.
This is the second time the Department of Education and Training has raised this issue. According to the previous proposal to adjust tuition fees in 2010, the inflation rate has now reached 48%, making the adjustment necessary to reform the education sector's salary system and contribute to improving the quality of education.

This adjustment does not affect children from policy beneficiary families, poor and near-poor households, ethnic minority students, students in areas under Decree 30a, and students with disabilities. The increase in urban and rural areas is 10,000 VND/student/month; in mountainous areas, it is 5,000 VND/student/month (applicable to lower secondary level, other levels remain unchanged).
In the following years, tuition fees are expected to be adjusted upwards every two years for all educational levels; for the Vinh City area: the increase for each adjustment will range from 10,000 VND/student/month to 20,000 VND/student/month. If approved by the Provincial People's Council, this will be implemented in the second semester of the 2016-2017 school year.

The Provincial People's Committee also gave its opinion and approved the draft Resolution "on the number of deputy commanders of the commune-level Military Command and the regime and policies for the militia and self-defense forces in Nghe An province" to replace Resolution 45/2012/NQ-HĐND dated April 20, 2012.
This time, the Provincial People's Committee will also give its opinion on the draft submitted to the Provincial People's Council regarding the amendment and supplementation of the land price list in Article 3 of Resolution No. 147/2014/NQ-HĐND dated December 12, 2014, of the Provincial People's Council on approving the principles of land valuation, maximum and minimum prices for various types of land, and the land price list for the period from January 1, 2015, to December 31, 2019, in Nghe An province.
The land price survey conducted in 2014 to establish the land price list for the period from January 1, 2015 to December 31, 2019 in the province took place during a period when the real estate market nationwide in general and in our province in particular was experiencing a downturn, resulting in low prices in some locations and road sections. In 2015 and the first few months of 2016, the national economy stabilized, and some locations and roads were expanded, leading to an increase in market land prices in these areas compared to the regulated prices.

This draft includes detailed land valuations in planned areas and adjustments to residential land due to road construction or projects implemented in districts, cities, and towns. In particular, Vinh City has many adjustments, with the lowest price at 1,700,000 VND/m2 in a village road in Nghi Lien commune and the highest at 50,000,000 VND/m2 in some locations in Quang Trung ward.
Regarding the "Project for the development of healthcare services towards socialization, improving the quality of disease prevention, examination, treatment and healthcare for the people of Nghe An province, giai đoạn 2016 - 2020", the Provincial People's Committee assigned the Department of Health to adjust it according to the feedback of the committee members before submitting it to the next meeting.
