On the morning of October 24, speaking to the press about the Government's proposal to increase the basic salary to 1,300,000 VND, Mr. Bui Sy Loi - Deputy Chairman of the National Assembly's Committee on Social Affairs said that increasing the salary is reasonable, but in the long term, it is necessary to study and reform the organizational apparatus of civil servants and public employees.

Speaking to the press, Mr. Bui Sy Loi affirmed that he welcomed the Government's proposal to raise the basic salary by 7-8%, from VND1,210,000 to VND1,300,000/month. He said that this proves that the Government has seen the difficult life of civil servants. The increase also contributes to supporting the lives of wage earners, retirees, and people with revolutionary contributions who are receiving preferential benefits.

However, he emphasized that the proposal to raise civil servant salaries by 7-8% is not actually a salary reform but only a solution to the difficult situation of civil servant and public employee life. In the long term, it is necessary to study and reform the organizational structure of civil servants and public employees.

He analyzed: Currently, the civil servant and public employee team has about 2.8 million people. Of which, state management civil servants from the central level to commune cadres are 500,000 people - this is the group that needs to focus on salary reform. For the remaining 2.3 million people in the public service sector, it is necessary to convert to an autonomous, self-responsible model, giving autonomy to units. He proposed: "They decide on their own functions and tasks and recruit their own workers. If the State assigns tasks, the State will pay and calculate according to the output of the product."

At the same time, it is emphasized that the reform must be comprehensive and fundamental, reforming the salary table, salary scale, salary allowances and salary multiples. The basic salary is the minimum living need of civil servants.

In response to some opinions that the public service sector should be abolished, he affirmed his support for reforming the public service sector. This service sector does not need a payroll and can be based on functions, tasks and performance. On that basis, the unit needs to proactively determine how many people are needed and when.

Regarding civil servants, he stated his opinion: “Only the education and health sectors base their staffing and state costs on the needs of serving patients or students. As for other public services, we must base our salaries on the results of service activities. The state will base its salaries on those results. We should not assign staffing to public service units but must base it on tasks and results of activities.”
