Opening the conference, comrade Le Quoc Khanh - Deputy Head of the Provincial Party Committee's Organization Board directly disseminated Regulation No. 29/QD-TW on the Implementation of the Party Charter (term XII).
Analyzing the limitations and difficulties in implementing the Party Charter (11th tenure), comrade Le Quoc Khanh pointed out: Coordination and advisory work in implementing the Party Charter (11th tenure) is still slow, closed, inconsistent and lacking in synchronization.
The work of developing party members still shows signs of chasing after quantity; the development of party members in residential areas, publishing houses, editors and reporters, and private enterprises is still difficult. Although the Party has issued regulations on questioning within the Party, the implementation is still limited and limited. The principle of collective leadership and individual responsibility in many places is still formal. Some Party committees have inadequate awareness of the work of inspection, supervision, and party discipline, so the implementation of this task does not meet the requirements. Regarding Regulation No. 29/QD-TW on the Implementation of the Party Charter (12th term), Deputy Head of the Provincial Party Committee's Organization Board Le Quoc Khanh emphasized: There are 24 new points in 4 groups of contents on party member work; party congresses; principles of common mass concentration; and some other contents.
It is noteworthy that the age of a person considered for Party membership must be between 18 and 60 years old (calculated by month). The deadline for official recognition of a Party member is within 30 working days from the date the Party member finishes 12 months of probation. The Party cell must consider and propose official recognition for the Party member.
Supplementing the subjects of annual and final self-criticism and criticism, including Party Committee Standing Committees from the grassroots level and equivalent and above; leaders of departments, branches, and organizations. It clearly states that the subjects of inspection and supervision are Party cells, Party chapters, Party committees of departments, Party committees of grassroots levels, Party committees at grassroots levels; Party committees, Party committees, Standing Committees of Party committees from the grassroots level and above; Inspection Committees, advisory and support agencies of Party committees; Party executive committees, Party delegations, and Party members.
The authority and principles for handling denunciations stipulate that: anonymous denunciations, false denunciations, and denunciations with unknown addresses will not be handled, and denunciations with names that have been considered and concluded by competent authorities, but are now denounced again but do not have additional documents or new evidence that change the nature of the case; denunciations with names, but the content is not specific, there is no basis for investigation or verification; denunciations with names but the content of the denunciation does not contain or reflect the content of the denunciation against party members or party organizations; denunciations that are not directly signed by the denouncer.... Party members who have been unjustly disciplined must be apologized and have their rights restored....
