9 years in prison for U60 drug trafficking again

On the morning of October 19, the Provincial People's Court opened a first-instance criminal trial to try the case of illegal drug trafficking against Ho Dinh Cong (born in 1962), residing in Nghi Kim commune, Vinh city.

The indictment of the Provincial People's Procuracy stated that at around 2:00 p.m. on March 31, 2016, Cong was at home when a person named Phuong (in Nghi Phu commune, identity unknown) called to ask if he had heroin for sale. Phuong's acquaintance wanted to buy 2 heroin plants. Cong said he didn't have any at the moment, he would go ask, and if he had any, he would call Phuong back.
Cong called a man named Dung in Que Phong to buy 2 heroin plants, but Dung only had 1.8 heroin plants, selling for 38 million VND. Cong agreed to buy but did not have the money yet, so he asked to pay in debt. Cong called Phuong to meet at Mai Lao Bang street to receive the drugs, the price for 1.8 heroin plants was 45 million VND.
When Cong was driving his motorbike from Nghi Lien commune overpass to the meeting point with Phuong, he was discovered and caught red-handed by the police. The amount of heroin seized by the authorities from Cong weighed more than 69 grams.
At the trial, Ho Dinh Cong confessed his crime and said that he acted recklessly due to lack of money and greed. In 1998, Cong was sentenced by the Provincial People's Court to 10 years in prison and fined 20 million VND for illegal drug trafficking. In 2005, Ho Dinh Cong completed his sentence.
The panel of judges determined that the defendant's actions were particularly dangerous and a case of recidivism. However, the defendant confessed honestly, repented, and his family had contributed to the revolution... so he was entitled to mitigating circumstances according to the law.
After a comprehensive review of the case, the panel sentenced Ho Dinh Cong to 9 years in prison.
