1- Opening of the 2nd session, 14th National Assembly.

On the morning of October 20, the second session of the 14th National Assembly opened. Delegates will work for 26 days, excluding holidays, with most of their time devoted to legislative work.
According to the planned program, this session will spend nearly 2/3 of its time reviewing and approving 4 draft laws, 1 resolution, and giving opinions on 12 other draft laws and 1 resolution.
The draft laws and resolutions considered and approved by the National Assembly include: Law on Associations, Law on Beliefs and Religions, Law on Property Auctions, Law on Amending and Supplementing a Number of Articles of the 2015 Penal Code and resolution amending and supplementing a number of articles of Resolution No. 55 on exemption and reduction of agricultural land use tax...
The National Assembly also spent about 10 working days reviewing and discussing reports from the Government, the Vietnam Fatherland Front, the Supreme People's Court, the Supreme People's Procuracy and deciding on a number of important national issues.
2 - Prime Minister launches fundraising campaign to support people in Central Vietnam

Due to the influence of low pressure, combined with cold air, from October 13 to 16, 2016, in the provinces from Nghe An to Thua Thien Hue, there was widespread heavy rain, especially in the provinces of Quang Binh and Ha Tinh (total rainfall in some places was over 1000 mm); floods on some rivers and streams rose very quickly, in some places approaching the highest flood level in history.
Floods have killed or left missing 29 people, damaged over 121,000 houses, and damaged many infrastructure works such as clinics, hospitals, schools, transportation, and irrigation works; the lives of many households in flooded areas, especially in the two provinces of Quang Binh and Ha Tinh, are extremely difficult.
To share the difficulties and losses of the people and localities, Prime Minister Nguyen Xuan Phuc requested ministries, ministerial-level agencies, and government agencies to promote the spirit of mutual love and support among cadres, civil servants, and employees of the units to donate to support localities and people in the affected areas to soon overcome difficulties, stabilize their lives, and restore production.
3 - Launching the program "Youth Entrepreneurship"

On October 16, at Hanoi National University, Prime Minister Nguyen Xuan Phuc attended the launching ceremony of the "Youth Startup" program and the Youth Startup Festival.
Speaking at the launching ceremony, Prime Minister Nguyen Xuan Phuc assessed that the spirit of entrepreneurship, production and business development, market confidence, and social confidence have initially permeated the people, and affirmed that the Government has and will continue to have many policies to encourage entrepreneurship: "The Party and State have identified three strategic breakthroughs: institutions, infrastructure, and human resources. The entrepreneurship program is both a breakthrough goal and a method and means to implement the three strategic breakthroughs mentioned above."
Within the framework of the Youth Startup Festival, the Central Youth Union launched a platform for rural youth startup ideas; organized a Youth Startup Forum, a Workshop on “Connecting resources to support startups” and displayed nearly 40 booths introducing startup clubs, startup models, startup businesses, etc. of youth and students.
4 - Helicopter carrying 3 people crashed in Vung Tau

On the morning of October 18, the EC130 T2 helicopter of the Training Center (Ba Ria - Vung Tau, under the Vietnam Helicopter Corporation) was on a training flight. More than 15 minutes later, the aircraft lost contact in the Northwest area of Dinh Mountain, about 25 km from Vung Tau airport. On board the aircraft were an instructor and two students.
After 1 day of searching, the scene was discovered to be about 100 square meters wide, some parts of the helicopter were burned, many pieces of debris were scattered, the authorities found the black box of the EC130 T2 aircraft and the bodies of the 3 pilots were brought down the mountain.
On the evening of October 19, Senior Lieutenant General Vo Van Tuan - Deputy Chief of the General Staff of the Vietnam People's Army said that the search force had found the black box at the scene of the plane crash. "The cause is under investigation, when there is a conclusion, the authorities will officially announce it," said Mr. Tuan.
5 - 'Arsenic-contaminated fish sauce case': Signs of illegal collusion

Minister of Information and Communications Truong Minh Tuan had a discussion about the case of "fish sauce containing arsenic exceeding the threshold" and the responsibility of the press.
Recently, the Vietnam Association for Standards and Consumer Protection (Vinastas) announced that 67% of fish sauce samples it surveyed were contaminated with arsenic beyond the permitted level. This information was simultaneously published in newspapers and broadcast on many mass media, creating, as some say, a “fear-mongering media campaign”.
The Ministry of Information and Communications is coordinating with press management agencies to clean up the press community to protect the integrity and pride of the genuine press community, including eliminating those who abuse press freedom, bend the pen to support unfair competition tactics of a segment of businesses or illegally serve "interest groups".

On the evening of October 18, in Hanoi, the Central Committee of the Vietnam Women's Union (VWU) held a ceremony to celebrate the 86th anniversary of the VWU's founding and to present the 2016 Vietnam Women's Awards.

Accordingly, the list of projects and factories that are at risk of causing environmental pollution or have shortcomings in compliance with environmental protection laws includes:

Vietnam Computerized Lottery Company (Vietlott) said that in the drawing on October 16, the unit identified a winning ticket for the Mega 6/45 special prize (Jackpot prize) worth up to 92.03 billion VND (7.6 times the original prize value, excluding tax). This is a record winning amount in lottery programs in Vietnam.
Today's draw (the 39th since this type of lottery was introduced in Vietnam) also identified 17 tickets winning the first prize worth 10 million VND, 1,178 tickets winning the second prize worth 300,000 VND and 20,388 tickets winning the third prize - each worth 30,000 VND.
9 - Male passenger beats female Vietnam Airlines employee

According to Noi Bai Aviation Security Center, at around 2:00 p.m. on October 18, the Mobile Security Team received information from the security on duty reporting that in front of the security screening point in area C, 2nd floor - terminal T1, a fight occurred between Ms. Nguyen Le QA, Deputy Captain of the Aviation Service Team of the departing flight, and 2 passengers.
The security team identified these two people as Tran Duong Tung (32 years old, Hanoi) and Dao Vinh Thuan (37 years old, Hanoi), both passengers on flight VN7265 from Hanoi to Ho Chi Minh City.
The incident report stated that passenger Dao Vinh Thuan grabbed Ms. QA's shoulder, then passenger Tran Duong Tung used his hand to hit Ms. QA's head, causing her to become dizzy.
Regarding this incident, the Prime Minister requested the Chairman of the Hanoi People's Committee to direct relevant agencies to urgently investigate and clarify the incident.
10- MC Phan Anh donates billions of dong to support Central Vietnam

On October 16, MC Phan Anh - the first person to initiate a call for donations to support flood victims in the Central provinces of Quang Binh, Ha Tinh, and Nghe An.
As of noon on October 19, Vietnam Idol MC received 16 billion VND in support of the people of Central Vietnam.
MC Phan Anh has just updated on his personal page that he has completed handing over more than 2,600 gifts to people affected by floods in Mai Hoa - Thach Hoa commune, Tuyen Hoa district, Quang Binh province.
Phan Anh said: "I plan to have more specialized activities such as building houses, bridges, schools or supporting road construction projects. In particular, I will focus on educational activities or building programs to develop household economies."
