In the period of 2010 - 2015, the movement to build new rural areas in Nghe An has achieved many high results. However, in order for the locality to continue to effectively implement the National Target Program to build new rural areas in a more realistic manner in the period of 2016 - 2020, the province needs to do well some key contents: Strengthen the leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and strengthen the steering committees for new rural areas at all levels. The political system and organizations at all levels must take drastic action, consider new rural areas as a key political task, regularly, with specific plans, inspections, and urgings during the implementation process.
Continue to promote propaganda and mobilization to raise awareness, promote the active and proactive participation of the people and the interest of the whole society, so that the work of building new rural areas becomes a vibrant and widespread emulation movement throughout the province. From there, people will realize that the role of the subject in building new rural areas is the cause of the people, by the people, for the benefit of the people.
Promote production development, considering this as the core task throughout the implementation of the NTM program. Build and replicate effective economic models, increase farmers' income to become rich. Implement the policy of restructuring the agricultural sector to increase added value and sustainable development. Bring science and technology to invest in high-tech agriculture, bring new varieties, scientific and technological advances into production, restructure the agricultural sector, associated with economic restructuring, associated with building NTM.

Nghe An needs to take advantage of the support of the Central Government, local budget sources, contributions from domestic and foreign organizations and individuals, especially resources from businesses and children in all regions of the country. Mobilize voluntary contributions from the people; integrate investment projects in agriculture and rural areas in the area and other legal financial sources.
Continue to improve policy mechanisms from the province to the grassroots level. Localities, depending on the actual situation, will issue mechanisms and policies to support the implementation of program contents, especially mechanisms to encourage and support businesses to invest in the agricultural and rural sectors.
The province needs to have a specific plan and roadmap to completely resolve outstanding debts in new rural construction.
As a locality with many armed forces units stationed in the area, it is necessary to seek help and join hands in building the new rural areas from these units, especially the coordination and assistance of military units and Border Guards stationed in the communes.
