The crimes of the subjects were caught red-handed by Vinh City Police, who raided and seized more than 100 million VND in cash and many other exhibits.

Through the work of managing the area, the social evils prevention detectives of the Criminal Police Team of Vinh City Police discovered that in room 306, Tecco A Apartment, Quang Trung Ward, Vinh City, there were a number of strangers who often came in and out and showed unusual behavior, sometimes even staying overnight without declaring their temporary residence.

Identifying this as a large and extremely violent gambling den, detectives were assigned to investigate and clarify. Through investigation, it was found that the owner of apartment 306 was Le Thi Loc An (born in 1979). An was divorced, but because of her beauty, many men paid attention to her. Since then, An has had a rather complicated relationship with someone with "experience" in gambling in and outside the province.

In particular, since renting apartment 306 to live, Loc An has turned this place into a gambling den with large sums of money. After collecting all the above information, the Criminal Police Team reported to the leaders of Vinh City Police for guidance and to establish a special project to fight. Accordingly, the project coded 016B was established and assigned to the Criminal Police Team to deploy the investigation plan and solve the case.

To distract the authorities, each time they gambled for about 60 minutes, the above subjects quickly left the gambling table, but about 30 - 40 minutes later, they returned and continued gambling in the form of soldiers with large amounts of money.

Through initial investigation, the identities of the subjects who frequently enter and exit apartment 306 to gamble are mainly subjects in Vinh City and some subjects in Ha Tinh. Among them, there are 3 subjects with criminal records: Nguyen Bang Viet (born in 1980), residing in block 4, Hong Son ward, Vinh City, has 2 previous convictions for "Gambling" and "Extortion". Dau Thanh Lam (born in 1981), residing in block 5, Doi Cung ward, Vinh City, has 1 previous conviction for "Robbery". In particular, Nguyen Van Anh (born in 1975), residing in Tan Tien block, Le Mao ward, Vinh City, has been in and out of prison for crimes such as "Intentionally causing injury", "Illegal possession of narcotics" and "Disturbing public order"...

However, after being released from prison, the above subjects did not work honestly, but gambled with extremely reckless methods and often moved around in and out of the province. Therefore, all movements of the above subjects were under the "sights" of the detectives in the Special Task Force.

During the process of ambushing and monitoring, at noon on October 27, information was received that Nguyen Bang Viet, Dau Thanh Lam, Nguyen Van Anh and several other subjects from Ha Tinh province had arrived at apartment number 306 to gamble with a relatively large amount of cash, and it was expected that they would gamble until the end of the day...

Realizing that the opportunity had come, under the direction of the Deputy Chief of the Vinh City Police Department and the leader of the Criminal Police Team, the detectives were present at Tecco A Apartment in Quang Trung Ward, Vinh City to solve the case. The difficulty for the detectives was that Loc An's apartment 306 was on the 3rd floor, the entrance door had 2 layers (wood and iron) that did not open; the elevator had no power. The only way for the detectives was to take the stairs, while the detectives discovered a subject on duty guarding the outer perimeter for gamblers walking around the apartment building's yard. As soon as a stranger appeared, this subject would call Loc An to disperse. On the 3rd floor, although he was gambling, every 10-15 minutes Loc An would open the window and look down into the yard to observe and monitor...

The detectives quickly neutralized the guards at Tecco A Apartment and quickly approached Le Thi Loc An's apartment. When a suspect opened the door from inside the room to go out to buy cigarettes and food for the gamblers, he was immediately controlled by the detectives, who rushed into the room and caught four male suspects and Le Thi Loc An red-handed gambling.

The evidence seized at the scene was nearly 90 million VND in cash, 1 deck of playing cards used for gambling and 15 new, unused decks of playing cards. Searching the gamblers, the detectives made a record and seized another 30,000,000 VND.

At the Investigation Police Agency, the identities of the gambling participants have been clarified. In addition to Le Thi Loc An and the three subjects with previous criminal records, Vinh City Police also clarified the identity of another gambling participant from Ha Tinh province, Nguyen Minh Ngoc (born in 1987), residing in Block 2, Bac Hong Ward, Hong Linh Town - one of the "thirsty" and reckless gamblers of Ha Tinh province every time he sits down to gamble.

According to the gamblers, the minimum winning and losing amount per game is 8,000,000 VND/game, the maximum is 10,000,000 VND/game. As for Le Thi Loc An, in addition to participating in gambling, she also collects 500,000 VND per game regardless of who wins or loses. An uses part of this money to buy cigarettes, beer, alcohol, instant noodles, and candy to serve the gamblers. This is one of the large, organized gambling cases in 2016 that Vinh City Police busted.
