With 86.64% of the total number of delegates present in agreement, the National Assembly on the morning of November 9 passed a resolution on the 5-year financial plan for the period 2016 - 2020, which clearly stated the target of increasing the basic salary by about 7%/year.

During the 2011-2015 period, the State budget partially implemented the salary reform roadmap, but basically failed to achieve the set goals.

According to the resolution just passed, in the next 5 years, the National Assembly requires adjusting the basic salary, pension and preferential allowance for people with meritorious services to increase by an average of about 7%/year. Based on the actual situation, the specific adjustment level will be considered and decided by the National Assembly in the annual State budget estimate.

The Resolution also proposes: in the 2016-2020 period, in budget expenditure, strive to ensure 20% of total state budget expenditure for education and training; 2% of total budget expenditure for science and technology...

The National Assembly pays special attention to promoting measures to combat tax losses, drastically reducing tax arrears and state budget revenues. At the same time, it minimizes the promulgation of policies that reduce state budget revenues.
