(Baonghean.vn) - On the morning of October 26, the Standing Committee of the Provincial Party Committee held an online conference to disseminate Directive No. 07-CT/TW dated September 5, 2016, of the Central Party Secretariat; Project 01 on building Party branches and developing Party members in blocks, hamlets, and villages without Party branches or Party members, and blocks, hamlets, and villages at risk of no longer having Party branches in the 2016-2020 period of the Provincial Party Committee; and Plan No. 30-KH/TU dated September 28 of the Standing Committee of the Provincial Party Committee.

Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee - chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee, leaders of provincial departments and agencies, and participants from various locations in districts, cities, and towns.

At the conference, Comrade Nguyen Van Thong, Deputy Secretary of the Provincial Party Committee, disseminated Directive 07-CT/TW dated September 5, 2016, of the Central Party Secretariat.

Directive 07 was issued to address the limitations, shortcomings, and low effectiveness of information dissemination; the content of information was still not practical enough and had not been widely disseminated to the majority of the population; and the communication methods were still mainly traditional. It considers grassroots information dissemination as a regular and important task for the entire political system, from the central to the local level.

Comrade Nguyen Van Thong, Deputy Secretary of the Provincial Party Committee, disseminated Directive 07 of the Central Party Secretariat on strengthening grassroots information work.

Promote the application of modern telecommunications and multimedia technologies to organize grassroots information; at the same time, strengthen oral propaganda and implement the Regulations on Grassroots Democracy. Television and radio stations should develop channels or programs that are diverse and engaging, suitable to the level and needs of the people. Improve the quality and effectiveness of grassroots cultural and information institutions.

Speaking at the conference, Comrade Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee - emphasized: Information dissemination at the grassroots level is a regular and important task for the entire political system, from the central to the local level. In particular, media agencies need to strengthen methods of disseminating information to the grassroots.

Following this briefing conference, Party committees at all levels need to fully and thoroughly understand the content of the directive and organize its practical implementation in accordance with each locality. Information and communication work is an important means contributing to unifying awareness and action to successfully implement the Party and State's guidelines and policies. At the same time, it is a sharp and effective weapon to crush the distorted narratives and peaceful evolution schemes of hostile forces.

Also at the conference, Comrade Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department - directly reported on Project 01 on building Party branches and developing Party members in hamlets and villages that do not yet have Party branches or Party members, and in hamlets and villages at risk of no longer having Party branches, during the period 2016-2020. As of June 15, 2016, the entire province still had 168 hamlets without enough local Party members to establish independent Party branches, of which 92 hamlets had no Party members at all.

Given this situation, the project clearly outlines the limitations, shortcomings, and causes; and sets out goals, tasks, and solutions to overcome the situation of villages and hamlets without Party members or Party branches in the future. These include focusing on strengthening propaganda and education; paying attention to creating a pool of potential Party members and training them; consolidating and promoting the role of political and social organizations; creating mechanisms and policies for economic, cultural, and social development; and strengthening leadership, guidance, and personnel management.

Making the study and emulation of President Ho Chi Minh's teachings a regular and voluntary practice for every Party committee, locality, agency, unit, and individual. At the same time, it is necessary to incorporate the study and emulation of Ho Chi Minh's thought, morality, and style into the programs and action plans for implementing the resolutions of Party congresses at all levels; linking it to the performance of political tasks and promptly and effectively addressing pressing and prominent issues in localities, agencies, and units.

Speaking at the conference, Comrade Nguyen Van Thong, Deputy Secretary of the Provincial Party Committee, requested that delegates uphold a high sense of responsibility, focus on listening to and absorbing the contents disseminated at the conference. From there, they should responsibly apply these contents flexibly and appropriately to the practical situation of their respective agencies and units to effectively implement the Party's Resolution into practice.
