Massive appointments at the end of the term

Referring to the issue of appointing officials that is receiving much public attention, National Assembly delegate Le Thi Nga from Thai Nguyen province wondered whether there has been a mass appointment of officials in ministries, branches and localities at the time of transition of terms, including those who do not meet the standards and conditions for appointment according to regulations. The delegate asked the Minister to clarify the responsibility of the Ministry of Home Affairs in inspecting and examining this situation and the measures to overcome it.

Responding to the question of delegate Le Thi Nga on this issue, Minister of Home Affairs Le Vinh Tan admitted that the phenomenon of many appointments at the end of the term in some ministries and local branches does exist. However, to clarify whether it is a re-appointment, a new appointment and whether it meets the standards and planning or not, it takes time to inspect and review.

Minister Le Vinh Tan said that the Ministry of Home Affairs will organize public service inspections on this issue, especially in 2017, and will consider this a key inspection task to rectify discipline in the promotion and appointment of officials at the end of the term.

Minister Le Vinh Tan said that the Ministry has sent two reports on the status of end-of-term appointments in September and October to the Prime Minister. According to the directive, the Ministry of Home Affairs has one and a half years to review and compile statistics on this issue. The Ministry of Home Affairs is still collecting and synthesizing data from localities. When there is complete data, it will report to the National Assembly.

Choose family but not talent

Reflecting on the widespread situation of appointing relatives to leadership positions in some localities in recent times, National Assembly delegate Nguyen Ngoc Phuong from Quang Binh province said that recently in many localities, there has been a situation of taking advantage of the appointment of officials to act as a midwife, a curtain for choosing relatives to work instead of choosing talented people. That has lost the trust of the people and voters in the promotion and appointment of officials.

Delegate Nguyen Ngoc Phuong requested the Minister of Home Affairs to clearly state specific solutions to overcome the above situation to regain people's trust and select talented people to manage the country.

Responding to questions from delegates, Minister of Home Affairs Le Vinh Tan said that the Prime Minister has assigned the Ministry of Home Affairs to review this information. Currently, the Ministry of Home Affairs has reported to the Prime Minister on the appointment of relatives of 9 localities.

In a very short time, the Ministry also sent 3 working delegations to conduct public service inspections in localities within 15 days. Immediately after that, the Ministry reported to the Prime Minister. At the same time, it requested the Prime Minister to direct the People's Committees of the provinces to carry out the appointment process in accordance with regulations; the appointed person must meet the standards and conditions; the selection of officials must be applied widely, transparently, publicly and democratically; it requested to consider handling cases of abusing positions and powers to advise on the promotion and appointment of people who do not meet the standards and conditions. Along with that, withdraw the appointment decisions that did not meet the standards, conditions and procedures in the past.

To ensure transparency and publicity in the work of appointing officials and selecting the right talent, Minister Le Vinh Tan said that the Ministry of Home Affairs has submitted and received approval from the Politburo for a project on piloting innovation in the method of appointing and selecting management officials. In particular, in the coming time, the Ministry of Home Affairs will coordinate with a number of units to rebuild the process of appointing and promoting officials. Thereby, clearly defining the functions and tasks of each level to overcome the situation of selecting unqualified officials but no one is responsible as in the past.
