(Baonghean.vn) - On the morning of November 23, the Economic - Budget Committee of the Provincial People's Council continued to review a number of draft Resolutions in assigned fields.

Comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Party Inspection Committee, Head of the Economic - Budget Committee of the Provincial People's Council chaired the inspection.

Comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested the drafting agency to revise and ensure strictness of the provisions of the policies.

Regarding the draft Resolution regulating the level of support for implementing policies to encourage the development of cooperatives, linking production with agricultural product consumption, and building large fields according to Decision 62/2013/QD-TTg, dated October 25, 2013 of the Prime Minister in the province, delegates basically agreed with the scope, subjects, and level of support submitted by the Provincial People's Committee.

The beneficiaries are domestic enterprises; cooperatives, cooperative unions; farmers. The support level for each beneficiary is applied at the maximum level according to Decision 62/2013/QD-TTg of the Government to encourage agricultural development and benefit farmers.

Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council suggested that attention should be paid to solutions for product consumption.

In addition, comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council requested the drafting agency to supplement and clarify the legal basis, Decision No. 62 and Circular 15 on the Central Government's support policy for large fields, systematize basic contents; clarify criteria to support the construction of large fields; and solutions to implement product consumption.

Deputy Head of the Culture - Social Affairs Committee of the Provincial People's Council Nguyen Thi Lan suggested that the Provincial People's Committee should have a report evaluating the results of the implementation of Resolution 68 of the Provincial People's Council on the policy of supporting the construction of large-scale field models, thereby drawing experience to ensure the effectiveness of the newly issued policy; at the same time, it is necessary to clarify the resources to ensure the implementation of the policy.

Hung Nguyen District Party Secretary Hoang Van Phi said that when there are policy mechanisms, it is necessary to pay attention to management to promote the effectiveness of the policies, target the right subjects, and encourage agricultural development.

Vice Chairman of the Provincial People's Committee Dinh Viet Hong explained and clarified a number of issues of concern to delegates.

Commenting on the draft Resolution, comrade Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized: The drafting needs to ensure strictness in terms of document format and support policies, in which support for enterprises must be fully clarified from planning, field renovation, traffic system, irrigation, electricity for production and post-investment support forms.

Agreeing with the opinions participating in the review, comrade Le Hong Vinh requested the drafting agencies to absorb, edit and clarify the legal basis as well as the practical necessity before submitting to the Provincial People's Council at the upcoming 3rd session.

Also this morning, the Economic - Budget Committee of the Provincial People's Council discussed and examined draft resolutions related to the field of natural resources and environment. Including the draft resolution on fees for appraising dossiers for granting certificates of land use rights, fees for exploiting and using land documents, fees for granting certificates of land use rights, house ownership rights, and assets attached to land in the province; draft resolution on fees for appraising projects, reports on exploration and assessment of reserves, exploitation and use of underground water and appraising dossiers, conditions for practicing underground water drilling, appraising projects for exploiting and using surface water and sea water, appraising projects for discharging wastewater into water sources and irrigation works in the province; draft resolution on fees for providing information on transactions secured by land use rights, assets attached to land, and fees for registering secured transactions in the province.
