According to the report of the Provincial People's Committee, in 2016, the Standing Committee of the Provincial People's Council sent to the Provincial People's Committee 272 petitions of voters (collected at the 2015 year-end session and the 2016 mid-year session of the Provincial People's Council). Up to now, 85 petitions of voters at the 2015 year-end session have been received and responded to by the Provincial People's Committee, departments and branches.

Of which, 70/85 petitions were clarified and resolved, reaching 82%; the remaining are being resolved. Particularly, 187 petitions of voters at the mid-year meeting of 2016 are being focused on by the Provincial People's Committee and departments and branches to respond to the Provincial People's Council at the 3rd meeting of the 17th Provincial People's Council, scheduled to take place in mid-December.

However, the resolution and response to voters' petitions by a number of departments, branches and sectors have not clearly defined solutions and roadmaps for resolving petitions; the response content is not complete as required, does not closely follow the petition content and the resolution and response to voters still have many outstanding issues.

At the meeting, leaders of several departments and branches clarified many contents related to voters' recommendations. These were illegal mineral exploitation, shortcomings in mining and consequences from mining affecting people's lives and labor safety; environmental pollution, especially at locations with pesticide residues; the situation of counterfeit, fake and poor quality goods flooding the market; state management of food hygiene and safety, multi-level marketing activities; slow progress in returning the rural low-voltage grid; some projects and works...

Violations of labor safety are quite common in mineral exploitation in the province.

Many proposals of the Standing Committee and the Provincial People's Council Committees at the working session on the responsibility of the Provincial People's Committee and departments and branches in resolving voters' petitions. Chief of the Provincial People's Council Office Tran Kim Loc said: Through the supervision of voters' petitions by the Standing Committee of the Provincial People's Council in October, it shows that: Voters' petitions are real, and need to be prioritized for resolution by all levels and branches. Besides the root problem of many issues proposed by voters is the lack of resources to implement, there is also the low state management and responsibility of all levels and branches.

Concluding the meeting, Comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council agreed with the report and explanation of the Provincial People's Committee, departments and branches in each of the voters' recommendations at the meeting. Appreciating the responsibility of all levels and branches in handling the petitions, complaints and recommendations of voters, the Vice Chairman of the Provincial People's Council also pointed out a number of shortcomings and limitations, of which the most notable is the lack of timely and resolute handling of issues occurring in the area as well as the petitions, complaints and recommendations of voters.

Comrade Hoang Viet Duong also recommended that the Provincial People's Committee should strengthen the direction of resolving petitions, complaints, denunciations and recommendations from people at all levels; at the same time, classify each problem that has been repeatedly proposed but has not been resolved, or the resolution between sectors has not been unified or the resolution has not been agreed upon by the people in order to find a solution.
