(Baonghean.vn) - On the afternoon of November 11th, the Department of Culture, Sports and Tourism held a conference to summarize the emulation work of the Culture and Social Affairs Emulation Bloc of the province in 2016.
Comrade Ho Mau Thanh - Member of the Provincial Party Committee, Director of the Department of Culture, Sports and Tourism - chaired the conference. Representatives from departments and agencies within the Culture and Social Affairs Emulation Bloc attended the conference.
The Culture and Social Affairs Emulation Bloc comprises 7 units: the Department of Culture, Sports and Tourism, Nghe An Newspaper, the Provincial Radio and Television Station, the Department of Education and Training, the Ethnic Affairs Committee, the Department of Health, and the Department of Labor, War Invalids and Social Affairs.

In 2016, all units within the bloc developed emulation movements suitable to the political tasks of each unit and each stage of the year. All units within the bloc demonstrated determination, effort, and excellent performance in fulfilling the targets and tasks assigned to each unit.
The Department of Culture, Sports and Tourism has done a good job in preserving and promoting the values of national cultural heritage; grassroots cultural activities and the "All people unite to build a cultured life" movement; photography, exhibitions, and fine arts activities; and the library system has continued to improve in quality and create a strong impact on people's lives. In particular, the fields of sports and tourism have achieved quite impressive results; a vibrant atmosphere of competition has spread strongly throughout the department's units.

Units such as Nghe An Newspaper, the provincial Radio and Television Station, the Department of Labor, War Invalids and Social Affairs, the Department of Education and Training, etc., have all adopted creative approaches, generating vibrant emulation movements and achieving remarkable results in the past period.
For example, the Nghe An Newspaper has strengthened and continuously innovated its leadership, guidance, and management to improve the quality of the Party newspaper. In 2016, the newspaper's operation of a "convergent newsroom" leveraged the superior advantages of multimedia communication, providing the public with information quickly and promptly.
Despite the competitive landscape of online journalism, the newspaper's circulation has remained stable at over 16,000 copies per issue. In 2015-2016, Nghe An Newspaper had one entry that won the C Prize at the 2015 National Journalism Awards and more than 20 awards (A, B, C) at provincial and sectoral journalism competitions.

At the conference, units within the bloc frankly acknowledged the limitations in the emulation movement corresponding to their respective functions and specialties. In some units, the emulation movement has not gone into depth, lacks synchronization, and the identification, nurturing, and replication of advanced models still have many limitations; the content of emulation in some units is slow to innovate; and the inspection and supervision of the implementation of emulation movements in some units have not been given sufficient attention.
For example, the Ethnic Affairs Committee, in implementing several policies and programs such as many construction items under the concentrated resettlement project according to Decision 33/2013/TTg and resettlement projects under the Dan Lai Ethnic Group Preservation Project, is still under construction.
In the Department of Education and Training, the recruitment, placement, and arrangement of teachers under district management in some localities are not strictly enforced, and the self-cultivation and training of some officials and teachers are still limited…

Also at the conference, the units discussed the direction and agreed to continue implementing the policies and tasks of emulation and reward work in 2017 effectively. Accordingly, they will ensure transparency, democracy, timeliness, and exemplary conduct, while combating formalism in emulation and reward work.
Within the framework of the conference, the units in the Bloc also voted for the outstanding unit in the emulation and reward movement of the Culture and Social Affairs Bloc in 2016.
