At the beginning of the meeting, delegates listened to the results of the implementation of the conclusions of the Chairman of the Provincial People's Committee and Vice Chairmen of the Provincial People's Committee at the regular meeting of the Provincial People's Committee in October 2016 and the thematic working sessions in November 2016; the results of budget collection for real estate, urban and mineral exploitation projects, tax arrears collection and handling and sale of state assets.

According to the report, the total product in the province (GRDP) in 2016 is estimated at 62,655.55 billion VND, up 7.5% over the same period. The economic structure has shifted in a positive direction: According to the new calculation method, the agriculture, forestry and fishery sector decreased from 26.35% in 2015 to 26.3% in 2016; the industry - construction sector increased from 31.49% in 2015 to 32.3% in 2016; the service sector decreased from 42.16% in 2015 to 41.4% in 2016. Prices are more stable, the consumer price index in October 2016 increased by 3.0% compared to December 2015. GRDP per capita (according to new calculation method) in 2016 is estimated at 28.54 million VND (2015 implementation was 26.15 million VND).

Of the 27 main targets set by the Provincial People's Council for 2016, it is expected that 25 targets will be completed and exceeded as planned; the remaining 2 targets are expected to be difficult to achieve (GRDP growth rate, service production value growth rate).

Comrade Nguyen Hong Ky - Director of the Department of Transport said that during the year, the sector has advised the Ministry of Transport and the Provincial People's Committee to upgrade many provincial roads to National Highways, solving difficulties in capital sources for road maintenance.

At the meeting, delegates focused on assessing the implementation of the 2016 social plan, discussing the direction and tasks for 2017; analyzing the reasons for some unachieved targets. Some opinions said that in the past, the post-inspection work of all levels, sectors and localities has not received due attention; especially the issue of construction permits, land allocation, state documents... The existing problems in mineral exploitation need to be clarified, attention should be paid to accelerating investment in developing information technology infrastructure, creating convenience in management and handling work.
