Hoang Mai: The effectiveness of the model where each Party committee assists one grassroots Party branch.

Stay close to the grassroots Party branches.
To concretize Directive No. 10 of the Party Central Committee and Guidance No. 09 of the Central Organization Committee on improving the quality of grassroots Party branch activities, the Standing Committee of the Hoang Mai Town Party Committee issued Project No. 04 on continuing to improve the leadership capacity and fighting strength of Party branches under the Party committees of communes and wards.
After two years of implementation, the quality and discipline of Party branch activities have seen many positive changes, helping Party members improve their political awareness and be exemplary pioneers in carrying out political tasks in their localities.

One of the solutions outlined in the project is to require Party committee officials from wards and communes, as well as Party committee officials from the town's Party Committee who are heads and deputy heads of departments and offices of the Town Party Committee and the Town People's Committee, to periodically participate in activities at Party branches within the town's Party committees. In addition, each Party committee of the Town Party Committee will register and guide the development of a model Party branch activity at the grassroots level.
Through this, officials have the opportunity to disseminate the policies and guidelines of the Party and the State, as well as those of the locality, to cadres, Party members, and the entire population; to listen to the suggestions, thoughts, and aspirations of Party members and the general public. From there, they can promptly promote strengths and overcome limitations and shortcomings.
Thanks to this, the opinions of party members submitted to higher levels on issues such as handling overloaded vehicles damaging rural roads; land violations, illegal construction, environmental pollution; illegal sand mining on the Hoang Mai River; prevention of social evils, etc., were all fully received and promptly reported to relevant agencies for resolution.
The Party Committee of Quynh Thien ward is one of the units that Hoang Mai Town Party Committee has evaluated as having done well in improving the quality of Party branch meetings. Discussing this issue, Comrade Nguyen Ba Su - Secretary of the ward's Party Committee - said: Before each Party branch meeting, the Party Committee organizes a meeting of Party branch secretaries to assess the implementation of resolutions and to discuss tasks for the coming month. In this meeting, the situation at the national, provincial, and local levels is briefly summarized and disseminated to the Party branch secretaries.
As a result, the activities at the Party branches ensure unity in the implementation of political tasks at the local level, linked to solving practical problems of each sector, creating quality and effectiveness in Party branch meetings.

Speaking about innovating the content and format of Party branch activities, Comrade Nguyen Dinh Hoang - Secretary of the Quang Trung Block Party Branch, Quynh Di Ward, said: One of the outstanding activities of the Party branch in leading the implementation of political tasks is land clearance work. Recognizing this as a difficult task, the Party branch committee carefully studied the relevant issues and then organized thematic meetings.
Thanks to effective ideological work and the exemplary leadership of Party members, most other households in the block agreed to follow suit. Some households still had questions, so the Party branch assigned specific tasks to Party members and the Front Committee to directly conduct propaganda and persuasion, or advise the Party Committee on resolving their rights in accordance with the law.
Therefore, in 2015-2016, there were 6 projects underway involving 226 out of 226 households in the area whose land needed to be reclaimed. However, all households agreed and supported receiving compensation for land clearance, ensuring that the projects could be implemented on schedule.
Multifaceted effectiveness
To monitor the activities and the assignment of cadres to attend meetings in the Party branches, the Standing Committee of the City Party Committee assigned the City Party Committee's Organization Department to monitor and develop a reporting template for Party committees and branches to report on the results of monthly meetings. This aims to evaluate and summarize the activities of the Party branches and to promptly provide guidance, address shortcomings, and resolve difficulties and obstacles at the grassroots level. As a result, the situation of Party branches skipping meetings or not holding meetings on the regular 3rd of each month has been largely resolved.
In addition, every six months and annually, the Hoang Mai Town Party Committee strictly maintains regular meetings between the Standing Committee of the Town Party Committee, leaders of Party committees and relevant departments, and the secretaries and chairmen of wards and communes; Party branch secretaries, and heads of agencies to provide guidance in implementing political tasks in localities and units and to review the fulfillment of Party membership recruitment targets.
In practice, cadres attending Party branch meetings in wards and communes generally agree that: most Party branches have implemented Directive No. 10 of the Party Central Committee and Guidance No. 09 of the Central Organization Committee on improving the quality of grassroots Party branch meetings relatively well. The content of the meetings has closely followed the guidance and leadership of the Party committee, linked to the reality of the neighborhood and hamlet, and relatively effectively resolved prominent issues in the area.

The evaluation and ranking of Party branches and members were carried out seriously, strictly, and in accordance with regulations. In addition to regular meetings, many Party branches selected current events directly related to their localities for their meetings. Thematic meetings focused on issues relevant to the people's interests, such as building new rural areas, developing cultural life in residential areas, and maintaining security and order in neighborhoods and villages.
| In the 2014 Party branch quality assessment, 50.9% of Party branches achieved the "clean and strong" rating, 44.7% completed their tasks well, and 3.4% completed their tasks; there were no weak or poor Party branches. In 2015, 182 Party branches were assessed, of which 46.7% were rated "clean and strong," 47.8% completed their tasks well, and 5.5% completed their tasks; there were no weak or poor Party branches. |
After two years of implementing the City Party Committee's Project 04 on improving the quality of Party branch meetings in wards and communes, the quality and order of Party branch meetings have seen positive changes.
In addition to gradually improving the skills, training, and practical experience of grassroots officials, the promotion of democracy is thoroughly implemented, promptly resolving difficulties and conflicts, while also receiving the most heartfelt contributions from the grassroots.
Besides the achievements, some Party branches still fail to maintain the regularity of Party committee and branch meetings; many Party committees do not hold meetings before Party branch meetings, and the quality of Party branch meetings is low; in some cases, Party branches still do not hold several regular meetings in a year.
The most obvious limitations are the low fighting spirit in Party branch activities and a reluctance to engage in criticism and self-criticism. Some Party branches improperly exempted elderly and infirm Party members from attending meetings. Some assigned cadres did not fully participate in meetings with rural Party branches.

In the coming period, to enhance the leadership capacity and fighting strength of Party branches under the Party committees of communes and wards, first and foremost, each Party committee must fully understand the role of Party branches in rural areas. Higher-level Party committees need to regularly provide close guidance and direction to the activities of Party branches, improve the leadership capacity of the Party branch committee, especially the leadership capacity of the Party branch secretary, and promptly encourage and reward Party branches and individual Party members with outstanding achievements.
Improve the quality of self-criticism and criticism within Party branches. Regularly organize professional training on Party work for Party branch secretaries and committee members in a hands-on manner; organize meetings at clusters of communes and wards so that Party branch secretaries can learn from and exchange experiences with each other...
