A 46-year-old man who works as a pig butcher "bragged" that he was a good lawyer, then he tricked 700 people in two mountainous districts of Tan Uyen and Than Uyen (Lai Chau).

His actions also complicated the local security situation because recently these two districts have been embroiled in disputes and complaints related to the resettlement of the Ban Chat hydropower plant...

Tan Uyen district currently has 1,187 households with 6,494 people who are subject to resettlement by the hydropower project in 19 villages. Since 2012, due to lack of understanding about compensation and resettlement, many households have filed complaints to higher levels, requesting compensation plans, support for traction and transportation that have not been fully paid, support for electricity for daily life that is not in accordance with the initial commitment, compensation in the same project is still different, and some other policies have not been paid, causing complications in the rural security situation.

Through the work of propagating the law and mobilizing the movement of the entire people to protect national security and by professional measures, since the beginning of May 2016, Tan Uyen District Police have obtained information that a subject claiming to be a lawyer, colluding with the subjects who filed complaints about the compensation regime for resettlement of the Huoi Quang - Ban Chat hydropower plant in Tan Uyen and Than Uyen districts to "run" to ask for more money for the people, causing public confusion among the masses.

In November 2016, Tan Uyen District Police received a complaint from residents of Pa Xom village, Trung Dong commune, Tan Uyen district and Pa Pang village, Trung Dong commune, Tan Uyen district accusing 45 residents of paying 22.5 million VND to a subject Dung introduced as a lawyer in Nghia Lo, Yen Bai to take care of compensation "procedures".

Through verification, Tan Uyen District Police discovered that the "lawyer" was Lo Van Dung, 46 years old, registered and lived without marriage with Lo Thi Huong (34 years old) in Tong Co 3 village, Tan An ward, Nghia Lo town (Yen Bai) and worked as a grocery seller and pig butcher in group 8, Hop Minh ward, Yen Bai city.

Based on the collected documents, on November 14, 2016, the working group of Tan Uyen District Police, in coordination with Yen Bai City Police, conducted an emergency search of Lo Van Dung's residence in Group 8, Hop Minh Ward, seizing 18 kg of documents related to the fraud.

In the initial struggle, Dung confessed: In early 2016, Dung met Mr. Ha Van Giot, who lived in Team 11, Phuc Than Commune, Than Uyen. When he and his mistress went to Mr. Giot's house to visit. Mr. Giot also said that he was in the resettlement area of ​​the Ban Chat hydropower plant and that his family had not been properly compensated. Although he knew that his ability could not help, but because he wanted to get some money from Mr. Giot, Dung "bragged" that he was a lawyer who had won arguments for many people, and had the ability to go to the Central Government and the government to ask for more money for Mr. Giot's family. Dung promised that he would ask for more money to support resettlement for Mr. Giot's family. Hearing Dung say that, Mr. Giot gave Dung 10 million VND.

After that, because they believed Dung's "brags" too much, from April 2016 to November 2016, Mr. Giot and some people in Than Uyen and Tan Uyen districts received about 700 applications and nearly 300 million VND from people to send to Dung to "take care of the procedures".

To make people believe in his "talent", Dung continued to forge documents proving that he had sent petitions to the General Secretary, the President, the Government Inspectorate, Vietnam Television and several other authorities. In fact, Dung kept all the documents sent by the people at home and did not move them anywhere because he did not understand anything about the resettlement compensation regime.

These documents were seized by the Investigation Police Agency - Tan Uyen District Police when executing a search warrant. The entire amount of nearly 300 million VND that Dung appropriated from resettled households in Tan Uyen and Than Uyen districts was used for shopping, personal expenses, buying land, and saving money.
