The operational efficiency of the Nghe An MDF Wood Processing Factory located in Nghia Dan Industrial Park has really opened a positive direction for the afforestation industry in the Western Nghe An. The economic benefits from afforestation have been confirmed, but what people worry about is the capital for afforestation, because people in the Western region are still poor, and the most worrying thing is after 5-7 years of hard work in afforestation, how will the raw wood products be consumed?

The price suppression caused by traders buying from growers and reselling to some chip factories and the fact that Tan Hong Pulp Processing Factory was about to start operating had to stop, causing confusion and loss of confidence for people in the raw material areas of Anh Son, Con Cuong, and Tuong Duong districts.

Thousands of hectares of raw material forests have been planted, but when it is time to harvest, they are forced to sell them at low prices, and then traders force down the prices. The lack of systematic investment in the project, the lack of commitment between the factory and the raw material area has been considered and remedied by the Nghe An MDF Wood Processing Factory in its development goals.

According to Official Dispatch No. 90/CV/2016/MF JSC sent to the Department of Agriculture and Rural Development, People's Committees of districts on "Policy on purchasing wood materials and organizing forest planting on planned land to serve the Nghe An MDF Wood Processing Factory" clearly shows the synchronization, rationality, and harmony of interests between forest growers and people in the raw material area. That is the investment policy, lending interest support for forest planting applied according to the investment rate prescribed by the Government in Decision No. 147/2007/QD-TTg including the policy of seedlings (planting and replanting) 1,820 trees/ha, organic microbial fertilizer 332 kg/ha, termite killer 3 kg/ha... with the condition that forest growers commit to reselling 100% of wood materials to investors when harvesting according to the market mechanism at the time of sale.

In addition to the policy of investing in planting new raw material forests, the superiority of the purchasing mechanism, price compensation, transportation subsidy, and flexible payment mechanism issued by the Nghe An MDF Wood Processing Factory has truly harmonized interests, creating favorable conditions to support forest growers in order to closely link the factory and the raw material area. Accordingly, the factory stipulates support for raw material purchase price compensation from 80 km or more at 3%, and 120 km or more at 5% of the purchase price at the factory gate. This support amount must be paid by Party B (the purchasing party) to forest growers who sell standing timber with the aim of increasing income for forest growers in remote areas.

Mr. Nguyen Cong Vinh - General Director of May Forestry Joint Stock Company, affirmed his point of view: "We support the purchase price of raw materials according to distance because we want to implement a one-price policy in the condition that the raw material area of ​​the factory is very large, stretching hundreds of kilometers; limiting the situation where purchasing units force down prices on people in the raw material area. At the same time, through that, we ensure the rights and profits of people when participating in the raw material area serving our factory". In addition to the purchasing mechanism that is beneficial to people in the raw material area, the payment mechanism is also flexible when the Nghe An MDF Wood Processing Factory commits to pay through the customer's account within 10 hours from the time of importing wood, if the customer has an account and will pay in cash within 1 day from the time of importing wood.

For Tuong Duong, the farthest district in the raw material area of ​​Nghe An MDF Wood Processing Factory, after the District Party Congress for the 2015-2020 term, this locality issued resolutions and projects on forest development, planning to plant nearly 1,000 hectares of forest each year with the determination that forest economy and large livestock farming are the two main pillars in economic development.

To develop the raw material area here, the leaders of May Forestry Joint Stock Company had 3 working sessions with the leaders of Tuong Duong district, announcing the factory's raw material development policy mechanism to local leaders.

Accordingly, the People's Committee of Tuong Duong district is submitting to the Provincial People's Committee to reclaim 13,838 hectares planned for Tan Hong pulp processing factory and review the planning and area to increase the maximum area that can be planted with concentrated raw material forests to supplement the planning for Nghe An MDF wood processing factory. The People's Committee of Tuong Duong district has sent 2 working groups to visit the factory and visit the model of planting large timber trees for high economic efficiency.

With the factory applying a series of policies and mechanisms on new planting, purchasing policies, and flexible payment policies, it not only creates peace of mind for people in the raw material area to produce, but also minimizes the situation of people being oppressed and facing difficulties when it comes time to harvest planted forests.

Obviously, with the synchronization and flexibility in the synchronous mechanism of investment in new planting of raw materials, purchasing mechanism, payment mechanism... of Nghe An MDF Wood Processing Factory, it has created trust and motivation for the development of raw material forests of the people, establishing a sustainable partnership between the factory and the people of the raw material area in the Western region of the province.
