Focus on removing obstacles for key projects.
For key projects such as the VSIP Urban and Service Industrial Park, Song Lam Cement Plant, N5 and D4 roads, Hoa Sen Factory (Quynh Lap)... the Provincial People's Committee assigns specialized personnel to monitor each project, especially for large projects where provincial leaders are directly responsible for resolving issues. Monthly, the Provincial People's Committee holds meetings on key projects to address obstacles, expedite the resolution of difficulties and obstacles, and complete investment procedures to enable investors to accelerate the implementation of projects already started or under construction, especially the road from the Do Luong Cement Plant of Vissai Group from D4 road to Nghi Thiet port. Recently, the Provincial Party Secretary and the Chairman of the Provincial People's Committee personally visited the site to resolve the final obstacles for this project.
As a key project promising high revenue for Nghe An province, in October, the Song Lam Cement Plant commissioned two clinker production lines. To date, the plant has completed approximately 98% of its construction work across 27 items, marking and handing over the land boundaries for the second phase of the plant expansion to Yen Thanh and Do Luong districts. Regarding the Nghi Thiet Cement Grinding Plant, the investor is currently leveling the ground to begin construction. Mr. Dinh Quoc Quyen, Director of the Song Lam Cement Plant, stated: “The obstacles at the project are always being addressed by the Provincial People's Committee, relevant departments, and the Nghi Loc District People's Committee.”
Regarding the N5 road connecting Hoa Son and Do Luong, the People's Committees of Do Luong and Nghi Loc districts are currently focusing on land clearance to ensure completion. The Department of Transport is actively directing the construction unit to lay asphalt concrete in December 2016.
Phase 2 of the Nghe An Friendship General Hospital project has completed the land clearance for the 24m wide planned road and is currently focusing on construction to connect the route.
The establishment of an Investment Promotion and Support Center under the Provincial People's Committee is a matter of particular concern to the Provincial Party Committee and the Provincial People's Committee, aiming to create a new breakthrough in attracting investment. To date, the province has submitted a written explanation to the Government Office and the Prime Minister in accordance with regulations, striving to have this center operational by early January 2017.
Timely resolution of obstacles for businesses within the province.
The Association of Small and Medium Enterprises of Nghi Loc District has requested that projects that have been completed and put into use but have not yet received sufficient funding, causing difficulties for businesses in production and operation, include: the project to repair and upgrade Highway 1A leading to the Bishop's Palace in Xa Doai, Nghi Dien; the project to build new facilities for the Nghi Loc District Medical Center; and the headquarters of the Party Committee, People's Council and People's Committee of Nghi Phong commune...
Upon receiving the business's request, the Department of Planning and Investment immediately responded. According to Mr. Pham Van Vinh, Deputy Director of the Department of Planning and Investment, in implementing the Law on Public Investment, allocating capital for construction projects to pay off outstanding construction debts is essential. However, the allocation of capital must adhere to the principles, criteria, and norms for allocating development investment capital from the state budget. Projects funded by a specific program must be allocated capital according to the principles and regulations of that program.
Accordingly: For the project to repair and upgrade Road 1A leading to the Bishop's Residence in Xã Đoài, Nghi Diên: The construction part is supported by preferential state credit; therefore, other costs must be covered by other sources of funding. For the project to build new facilities for the Nghi Lộc District Health Center: The provincial and central budgets have allocated 13.5 billion VND (90%), with the remaining 10% allocated by the district budget. For the project to build the People's Council and People's Committee headquarters in Nghi Phong commune: The construction part is supported by surplus provincial budget revenue; other costs must be covered by the commune budget...
With timely responses, small and medium-sized enterprises (SMEs) understand where the difficulties lie so they can continue to address them. Through meetings and feedback gathering, in 2016, the province organized 6 liaison conferences between provincial leaders and representatives of business associations and entrepreneurs, resolving more than 150 difficulties and obstacles faced by businesses.
Immediately after the Government issued Resolution No. 35/CP on supporting enterprise development, the Provincial People's Committee issued Decision No. 3171 dated July 1, 2016, on the Action Program to implement the Government's Resolution, with 4 groups of solutions and 35 specific tasks for departments and agencies. Regarding this matter, Mr. Pham Van Vinh, Deputy Director of the Department of Planning and Investment, stated: “The action program has been issued promptly, closely adhering to the tasks and solutions of Government Resolution No. 35/NQ-CP and the actual situation in the locality. Each work item has a lead unit, coordinating units, and specific implementation timelines. The Chairman of the Provincial People's Committee serves as the Head of the Steering Committee, with the Vice Chairmen in charge of various fields and areas directing departments, agencies, districts, Vinh City, towns, and relevant units to thoroughly understand Government Resolution No. 35/NQ-CP dated May 16, 2016, and the action program, develop specific plans, and implement them effectively.”
The province and its departments organize dialogues between provincial leaders and businesses and investors in the third quarter of each year. Meetings between provincial leaders and representatives of business associations, the Nghe An Chamber of Commerce and Industry (VCCI), and the Party Committee of the Business Sector are held monthly to address difficulties and obstacles faced by businesses and investors. The Department of Planning and Investment spearheaded the development and implementation of the Nghe An Entrepreneur Training Program for the period 2012-2020; successfully organizing 39 training courses of various types with 3,562 participants. The Department also reformed administrative procedures in the field of business registration, developing and publicly listing 221 procedures related to business registration.
Other departments and agencies have also actively implemented administrative reforms and removed obstacles for businesses, notably the Nghe An Tax Department and the Department of Transport. Mr. Nguyen Dinh Hoa, Director of the Tax Department, stated: The Tax Department has effectively organized dialogues with businesses and conducted online interactions with taxpayers on the tax sector's electronic portal. They have effectively implemented online public services at levels 3 and 4, such as: online tax declaration; issuance of personal income tax identification numbers; personal income tax final settlement; and electronic tax payment. They have maintained 100% of taxpayers submitting tax declarations online...
The Department of Transport is improving the quality of its one-stop service. It regularly reviews administrative procedures under its jurisdiction and publishes them on the department's electronic portal, especially those directly related to individuals and businesses, such as: issuing fixed-route transport permits, issuing contract vehicle permits, issuing Vietnam-Laos inter-country transport permits, etc. It is also implementing level 3 online public services to handle the exchange of driver's licenses of all categories. Furthermore, it is processing the receipt and return of transport project appraisal documents through the one-stop service center...
