Uncovering a fake college diploma ring in Nghe An

(Baonghean.vn) - The Nghi Loc District Police Investigation Agency said that the unit has just dismantled a ring specializing in forging documents of organizations and state agencies such as ID cards, college diplomas, and academic records. These subjects go online to get samples, then edit, print, and provide them to those in need.

Establish a special project to fight

On November 21, 2016, the police force of PC64 Department of Nghe An Police conducted an administrative check on Nguyen Trung Anh (born in 1987), residing in Le Loi Ward, Vinh City, and discovered that he was using ID card number 186442357 under the name Nguyen Trung Anh, which was a fake ID card.

Through the verification process and using professional measures, the authorities identified the subject capable of making fake ID cards and other fake documents as Phung Ba Toan (born in 1988), residing in Nghi Xuan commune, Nghi Loc district. Toan used the phone to contact and receive "orders" through the contact person, Ms. Tran Thi Nhu My (born in 1954), residing in Truong Thi ward, Vinh city.

Considering that the case of forging documents of organizations and state agencies that occurred on November 21 involved many subjects, seriously affecting social order and safety, Lieutenant Colonel Nguyen Duc Hai - Deputy Director of the Provincial Police Department assigned Nghi Loc District Police to coordinate with PC 64 and PA 71 to establish a special project with code 116TG to fight.

Stripping the line

In November 2016, after a period of surveillance, the Task Force determined that Phung Ba Toan would "deliver the goods" to the US, so they made a plan to arrest him. After many appointments but not showing up, on November 27, Toan suddenly appeared at the home of Ms. Tran Thi Nhu My.

While Toan was at Mrs. My's house, detectives approached and conducted an administrative check on Phung Ba Toan. Through the check, the task force discovered that Toan had 1 ID card, 1 set of college diplomas including the "original" diploma and 3 copies, 1 "original" academic transcript and 2 copies.

During the investigation, Phung Ba Toan admitted that the above documents were fake documents not issued by competent state agencies as prescribed. Toan clearly stated: the fake ID card was made by Nguyen Cong Ung (born in 1949), residing in Phuc Tho commune, Nghi Loc district, and given to Toan for 2,000,000 VND. The remaining documents were made by Duong Xuan Huyen (born in 1962), residing in Ngu Loc hamlet, Hung Loc commune, Vinh city, and given to Toan for 800,000 VND.

Based on Toan's testimony, on November 27, the investigation agency arrested and urgently searched the residence of Nguyen Cong Ung and Duong Xuan Huyen.

In the fight with Nguyen Cong Ung, the subject stated that these fake documents were made and given to him by Nguyen Thi Huong (born in 1954), residing in Tan Hoa block, Ha Huy Tap ward, Vinh city. Duong Xuan Huyen admitted that the documents made at Toan's request were all fake.

On the same day, November 27, Nghi Loc District Police issued an arrest warrant and urgently searched the residence of Nguyen Thi Huong. Through the search, the authorities seized 02 unforced ID cards suspected of being fake.

During the investigation and verification process, the investigation agency seized evidence from the subjects related to the case, including: 1 sand yellow Toyota Inova car, 1 blue Wave motorbike, 1 EPSON color printer, 1 EPSON L800 color printer, 1 HP color scanner, 1 Canon LBD 2900 printer, 1 Samsung desktop computer, and 6 mobile phones.

Nghi Loc Police Investigation Agency has initiated a case, prosecuting the accused Phung Ba Toan (born in 1988), residing in Hamlet 2, Nghi Xuan Commune, Nghi Loc District; Duong Xuan Huyen (born in 1962), residing in Hamlet Ngu Phuc, Hung Loc Commune, Vinh City for the act of "Forging documents of organizations and state agencies".

The case is being further investigated by the police.
