Trinh Xuan Thanh case: Stopping at the deputy level is like a passing wind

Proposing to discipline a series of high-ranking officials in the Trinh Xuan Thanh case is very necessary, but if it stops there, it would be too lenient - said former Head of the National Assembly Office Vu Mao.

Mr. Vu Mao noted that there are still many aspects that need to be considered. For example, are the actions of the disciplined officials random, without any purpose or what is behind it?

“In my opinion, there are aspects behind this case that need to be carefully considered. The essence of the problem is the rotation of cadres,” the former Head of the National Assembly Office emphasized.

This situation was criticized at the previous Central Committee conferences and saw that it had to be prevented, but the recent situation is the opposite. Rotating cadres is a policy of the Party, but in recent years there have been many variations, there are some unhealthy and opportunistic practices, "running" for rotation for a while and then returning to the Central Committee for higher promotion.

If it stops, it's like a passing wind.

According to the disciplinary proposal of the Central Inspection Committee, there are 7 high-ranking officials, including the Secretary and former Secretary of Hau Giang Province, former Deputy of the Central Organization Committee, 1 assistant, and 3 Deputy Ministers of the Ministry of Home Affairs. Do you think this is the right person and the right violation?

For the officials who were disciplined, the Central Inspection Committee has analyzed and considered each case, but I think it is necessary to analyze further.

The first type of work is to implement Party principles. For example, the Politburo and the Secretariat did not agree to add one more vice chairman of Hau Giang province, but the person and agency implementing this (the Central Organizing Committee) still agreed to let Hau Giang add one more vice chairman, which is completely wrong.

That wrong must have had a motive and benefit behind it. It was intentional and the question is whether there was any reward. In my opinion, although this is very difficult to determine, it actually happened and in public opinion everyone thinks that it cannot be said that it was innocent and innocent to do wrong.

The second type of work is competition and rewards. There have been many scandals lately. To get a certain title, this unit or that individual must work hard to get it. Our ancestors often said: Where there is smoke, there is fire.

So in the Trinh Xuan Thanh case, it is not by chance that people awarded the title of hero to that unit.

In my opinion, we need to clarify and go deeper into the issues. If we stop at handling the deputy, it is too light, just like a passing wind.

However, it seems that some cadres who are subject to disciplinary action also have similar thoughts. I will not comment on whether the disciplinary action against the Hau Giang Party Secretary is severe or light.

I think that the nature and cause of the problem do not belong to them. They are the ones who suffer the consequences of the unethical actions of their superiors, not the ones who caused it. Therefore, the level of discipline for local officials should be different from that of central officials.

The boss cannot be innocent.

Although the officials involved in the Trinh Xuan Thanh case who are being disciplined this time are all high-ranking officials, they are only at the deputy level, while we always talk about promoting the responsibility of the leader?

That is the question that needs to be raised. In my opinion, the superiors cannot be unaware of those things, so they must be responsible and cannot be innocent.

If the deputy directly signs the wrong decision, it is a mistake, but it must be under the direction of the superior. Even if the deputy signs the decision on his own initiative, bypassing the superior, the superior must also be held jointly responsible according to the provisions of the Party Charter and the laws of the State.

Therefore, we need to consider more deeply and fully the new leaders to demonstrate the seriousness in Party discipline. Only when we do things thoroughly will the people agree.

Even the Ministry of Interior had 3 deputy ministers involved who were proposed for discipline, but the Minister at that time was not mentioned at all?

The Ministry of Home Affairs is in charge of many areas and of course the Minister is responsible for all of them. The Deputy Ministers are in charge of emulation and rewards, as well as personnel issues to submit to the competent authority for approval, but the Minister is still responsible for related issues.

Some people also argue: The Ministry of Home Affairs is in charge of too many areas, the Minister is a gentle person but devoted to his work, so there needs to be sympathy. The level of disciplinary consideration should only stop at the deputy level. Such an argument is not good, because if incidents occur in the areas under the Ministry's responsibility, the Minister must take responsibility.

Through this, we also see a very important thing: The selection of people to plan and then promote to Minister needs to be considered much more seriously.

Regarding the level of discipline here, it is mainly reprimand and warning. Do you think that is satisfactory?

As I said above, every issue must be thoroughly investigated, that is, we must look at why he signed the decision. He cannot be innocent in signing it, there must be a motive.

Nowadays we say corruption is rampant, from high to grassroots levels. We are fiercely fighting corruption, so whether there is corruption in this case, we need to dig deeper to clarify.
