(Baonghean) - The Provincial People's Committee issued Decision 3171/QD-UBND dated July 1, 2016, promulgating the Action Program to implement Resolution 35/NQ-CP on business development and support until 2020. As the focal agency for monitoring and advising on business development, the Department of Planning and Investment has directed the successful implementation of a number of tasks to support and develop businesses.

First of all, it is to innovate the thinking and working style of civil servants in the agency. All civil servants and public employees in the unit are imbued with the spirit of serving businesses professionally and wholeheartedly, coming to work on time, finishing all work, and serving all customers before being allowed to go home. This spirit is strictly implemented at the business registration office, the investment promotion center, the one-stop transaction center... of the Department of Planning and Investment.

The Reception and Results Department (TN&TKQ) works until there are no more people and organizes transactions according to the principle of "End of work, not end of time".

At the "one-stop" department, administrative procedures are publicly posted, fully and promptly, ensuring quick and convenient work for businesses. Civil servants work according to the principle of guiding and handling administrative procedures for businesses according to the principle that when there is a need to request amendments or supplements to the dossier, they will notify the business or investor in writing once about all the contents that need to be amended or supplemented for each dossier. Mr. Truong Van Hien - General Director of Nghe An Agricultural Materials Joint Stock Company commented: "Every time there is a transaction or change in the business dossier, the unit is always welcomed and served attentively, the dossier is quickly handled in accordance with the provisions of the law".

In addition to quickly handling paperwork, the department also advises the Provincial People's Committee to organize public dialogues once a month with business associations, investors, and enterprises to promptly grasp and remove difficulties and obstacles for enterprises.

The Department also advised the Provincial People's Committee to assign provincial departments, branches and sectors; People's Committees of districts, Vinh city and towns to establish a standing unit and publicize a hotline and online Q&A to support and resolve difficulties and problems for businesses; Coordinate with banks and the Provincial Social Insurance to issue business registration certificates with account registration and insurance identification codes for businesses;

Coordinate with Nghe An Tax Department to issue tax codes; confirm tax status automatically; Notify tax authorities to enterprises when enterprises receive business registration results; Return results to enterprises by post; Instruct and publicize 221 administrative procedures related to business registration on the Department of Planning and Investment's electronic information portal, in order to create conditions for people to carry out business registration procedures conveniently and quickly.

In case of returning the results to the enterprise after the deadline, the Head of the Business Registration Office must issue a written apology and make a phone call to apologize to the enterprise. The civil servant who is slow in processing and the person involved must make a self-criticism. If the delay is more than 2 times, disciplinary action must be considered or the file must not be processed.

Another innovation is to encourage people to register their business online, return business registration results to businesses at home, and support businesses in opening online business registration accounts.

Thanks to efforts in administrative reform and supporting business development, some positive results have been achieved. Issuance of business registration certificates reached level 4; time for issuance of business registration certificates decreased by 33% (with procedures reduced by 100%); Online application for business registration certificates increased by 10% compared to the same period; The number of applications returned to completed businesses decreased by 70%; 100% of businesses were granted insurance identification codes and bank account codes at the same time as the business registration certificates, reducing the time and cost of businesses entering the market. The number of businesses established and changing business registration increased by 30% compared to the same period.

In 2016, Nghe An had over 1,500 newly established enterprises, an increase of more than 20% over the same period, bringing the total number of enterprises to over 15,000.
