Explaining the reason, Mr. Tran Ngoc Tu - Head of Vinh City Police, said: In terms of infrastructure, Vinh City is quite complicated with 1 airport, 1 train station and 2 large bus stations. There are 5 industrial parks and clusters with more than 2,600 enterprises; 53 apartment buildings; 8 large supermarkets and 28 markets.

Regarding planning, there are large gaps such as apartments and markets without garages, close to the road; houses only have 5 meters of road frontage but some families have 2-3 cars. In fact, the city has directed the handling of this issue strongly through legal documents. In the 3 years from 2014 to 2016, the city has imposed fines of more than 27.3 billion VND.

The responsibility for handling traffic order and illegal parking lies with Vinh City Police and the head of the city police force. However, the cause of the above situation does not belong to the city police.

The reason is that Vinh city planning is historical, traffic planning is mainly for motorbikes, motorbikes, bicycles, pedestrians. Even the planning of apartment buildings, commercial systems, and markets also poses problems, affecting traffic safety and order. The next reason is due to lack of funds to repair and overcome with investment projects and specific solutions.

And a key reason is considered to be the culture and traffic awareness of a part of the people is very weak. The current solution is that all levels and sectors must fulfill their responsibilities and seriously implement the Road Traffic Law and legal documents, including Resolution 05 of the Vinh City Party Committee Standing Committee.

In addition, according to Mr. Tran Ngoc Tu, it is also necessary to pay attention to new solutions, including traffic diversion for local and provincial vehicles not to enter the city causing congestion; installing centers and camera surveillance systems to handle cold; at the same time, continuing to study one-way traffic diversion... Vinh City Police will advise the City People's Committee to issue regulations on the responsibilities of all levels, sectors, civil forces, and urban rules in ensuring traffic order and safety...

Mr. Tran Ngoc Tu frankly said that the situation of doing business on the sidewalk is common not only in Vinh City but also in urban areas.

Solving this problem is not simple and can be handled by law; people's business is their life, their job, so it must be solved from the root, which is to solve jobs and livelihoods for people. However, the Provincial People's Council has recently passed a resolution prohibiting business on the sidewalk, so it must be handled seriously in the near future; if violations occur, the responsibility for ensuring public order and traffic order belongs to the City Police.

Responding to the opinion of delegate Le Van Long - Chairman of the People's Committee of Le Loi Ward about the relocation of Vinh bus station, Mr. Tran Ngoc Tu said that the project to build Vinh bus station out of the current area has been implemented but has not been completed yet, the authority belongs to the province and when the construction is completed, it will be relocated. Regarding the arrangement of police forces to regulate traffic to avoid congestion, according to Mr. Tran Ngoc Tu, the force is not enough to arrange and the City Police only arrange rush hours and congestion points in some areas. The most optimal solution is to both propagate and strictly handle to raise people's sense of responsibility and traffic culture.

Stopping and parking are regulated by law, but we have not done it correctly and strictly. In the coming time, we will continue to apply towing and take the vehicle to the City Police for temporary detention for 10 days.

Mr. Tran Ngoc Tu also answered the opinions of some delegates about the measures to deal with large hotels and restaurants without parking lots; the inappropriate planning and arrangement of bus stops also causes traffic congestion; the problem of heavy trucks circulating in the inner city...
