(Baonghean.vn) – On the afternoon of December 14, the 3rd session of the 17th Nghe An Provincial People's Council entered the group discussion session.

Participating in the discussion at group 6 were delegates of the Provincial People's Council in the constituencies of Tuong Duong, Thanh Chuong, Tan Ky districts; delegates of the 14th National Assembly elected in the above 3 districts; leaders of the Provincial Party Committee's Inspection Commission, Department of Finance, Department of Transport, Provincial Inspectorate, Provincial Military Command, Women's Union, Provincial Farmers' Association, Vinh Foreign Trade Bank.

At the discussion session of group 6, the delegates assessed the implementation of socio-economic tasks in 2016; key tasks and solutions to implement the socio-economic development plan; draft resolutions submitted to the session; activities of the Provincial People's Council and the direction and administration of the Provincial People's Committee... At the same time, they raised opinions and recommendations related to many fields.

In the field of agricultural - forestry - fishery production, delegate Tran Dinh Toan - Deputy of the Legal Committee of the Provincial People's Council stated: Currently, farmers are facing many difficulties in converting crops and livestock to increase production efficiency, and have not received much support from the State. The Department of Agriculture and Rural Development needs to calculate and advise on policies for the province to balance resources and support crops and livestock for these subjects.

Similarly, delegate Pham Van Hoa - Chairman of Tan Ky District People's Committee suggested: Nghe An needs to have policies to promote the development of modern, large-scale agriculture such as supporting enterprises to invest more in infrastructure. Large-scale agricultural production will help the State reduce subsidies and reduce the burden of human resources... Currently, land disputes, especially forestry land among the people, are still large due to historical management factors. The conversion of land titles to people is still slow. There needs to be an investigation and re-recording to rectify this.

Delegate Truong Van Hung - Vice Chairman of the Board of Directors, General Director of Nghe An Agricultural Materials Company expressed: The province needs to support more in building large-scale model fields with reasonable policies; there needs to be clear orientation and regional planning. Now, in the province, every region and district is developing orange cultivation. In the near future, too many orange products will lead to low prices and even no place to consume.

In the construction of new rural areas, delegate Tran Dinh Toan stated: In the past, Nghe An has done very well in supporting cement for new rural construction. In the coming time, the province is requested to continue promoting and allocating resources to do this well.

Also in this field, delegate Nguyen Van Hai - Chairman of the People's Committee of Tuong Duong district expressed concern: The Provincial People's Committee needs to clearly report on the basic debt problem, especially debt in new rural construction, and analyze and clarify whether this will affect the tax code closing of more than 600 enterprises when many enterprises have borrowed capital from banks to operate.

Delegate Nguyen Van Hai expressed his opinion: It is necessary to cancel the planning of raw material areas of inactive factories; not allow investment in building more hydropower projects.

In mineral exploitation, construction of raw material areas and implementation of hydropower projects, delegate Tran Dinh Toan suggested: "The need to exploit sand and gravel for construction is always necessary. The province needs to have a harmonious solution to balance the interests of people in damaged areas, the interests of businesses and the sustainable development of the environment."

Delegate Nguyen Van Hai suggested: “It is necessary to cancel the raw material planning of inactive enterprises, for example, Tan Hong Paper Factory located between Con Cuong and Tuong Duong districts. Tuong Duong district has 13,000 hectares of land planned for paper raw material areas, but for the past 10 years, the factory has not been in operation. People and the district want to use this land for joint development but the planning is stuck.”

Delegate Hai further suggested: “Hydropower enterprises appropriate capital, and when they are already in operation, they are still slow to pay compensation to the people. Hydropower enterprises have not done a good job of regulating flood discharge, causing risks to both upstream and downstream areas. I suggest that the province not allow further investment in the construction of any more hydropower plants.”

Regarding business activities, delegate Ho Dinh Trung - Chief Justice of the Provincial People's Court stated: The figures of newly issued business registration certificates for 1,773 enterprises, with an average registered charter capital of 3.7 billion VND/enterprise are not trustworthy as this information is self-declared by enterprises, making it difficult for state agencies to verify. Putting these figures into the report to balance socio-economic development is not accurate.

In the field of Education and Training, delegate Tang Ngoc Tuan - Director of the Provincial People's Procuracy expressed his opinion: The rearrangement of teachers is reasonable but needs to be implemented flexibly, not allowing the situation of history teachers to feed preschool children. The education sector needs to gain the sympathy of society.

In the health sector, delegate Nguyen Van Hai pointed out the current situation: Currently, the Huoi Tu - Pha Danh regional polyclinic (Ky Son) has been completed but is abandoned and not in operation, the health sector needs to research solutions to overcome this. And in the field of food safety, the province needs to strengthen inspection and control more. Each year, the district has an average of 3 inter-sectoral inspection teams of the province to inspect and control, but while ice products and bottled water are used daily - these items are all under the inspection authority of provincial agencies. Should there be decentralization to the district level?

Also in this field, delegate Pham Van Hoa also raised the fact that the health sector has sent many doctors to strengthen work at the commune health station, but the doctors only come for a few days to "check in" and do not regularly examine and treat patients at the station.

In ensuring social security, delegate Tran Kim Loc - Chief of Office of the Provincial People's Council suggested: Nghe An province needs to have a specific roadmap for "paying off" policy money for meritorious people such as housing support, medal money, and certificates of merit in 2017.

Delegates Ho Dinh Trung - Chief Justice of the Provincial People's Court, Tang Ngoc Tuan - Director of the Provincial People's Procuracy said: Comparing the total social insurance revenue of the whole province is 4,535.38 billion VND, reaching 100% compared to the estimate of Vietnam Social Security and the total debt of the whole province is 117.93 billion VND... proving that the collection target is not close, the industry has not advised well for Vietnam Social Security and the Provincial People's Committee.

Delegates raised the issue of whether the provincial Social Insurance has been proactive in debt collection and closely followed up with businesses to urge them or not? Why has the provincial Social Insurance not filed a lawsuit for the Court to try and enforce civil judgments to sell assets to ensure the rights of workers in recent years?

Regarding state management, delegate Luong Thanh Hai - Head of the Provincial Ethnic Minorities Committee pointed out the current situation: Currently, many communes and districts have not fulfilled their duties as investors when they let the construction units do wrong and incorrect construction items. When the inspectors pointed out the violations, the districts and communes asked for permission for the construction units...

In addition, there are districts and communes that, when reporting the results of new rural construction, reduce the rate of poor households, but when there is a special policy to support socio-economic development in ethnic minority and mountainous areas in the period 2007-2020, they want to adjust the rate of poor households to increase. This awareness is losing the meaning of the policy.

Delegate Tang Ngoc Tuan stated: Nghe An currently has the 5th highest number of serious crimes nationwide.

The hottest issue in the discussion session at Group 6 was the issue of security and order. Delegate Tran Dinh Toan stated: The security and order situation and the situation of law violations are becoming more complicated. For example, in 2016, there were nearly 300 cases and 1,346 defendants brought to court for gambling crimes. Violators show that the province's legal education and propaganda is still limited and formal, and this work needs to be done well to prevent crime.

Delegate Tang Ngoc Tuan said: Crime is increasing, Nghe An is ranked 5th nationwide in terms of cases. Intentional injury alone has 151 cases, murder 28 cases, drug crimes increased by 122 cases compared to last year. To prevent serious crimes that may occur in the future, the health sector needs to advise the province to do a good job of managing mental patients; Border guards, police, customs and other forces need to strengthen supervision and management of explosives, preventing firearms from entering and circulating.

Delegate Ho Dinh Trung stated: In urban areas, traffic corridors are being encroached upon and illegally occupied for business purposes. Pedestrians lose their right of way and are encroaching on the road of motor vehicles. Similarly, on National Highway 1, the sections passing through Dien Hong, Dien Ngoc (Dien Chau), Quynh Van (Quynh Luu) communes, traffic corridor safety rectification is still a “toad leaving the plate”. The relevant agencies need to have sustainable solutions for rectification.

Delegate Ho Dinh Trung warned: Regarding the issue of site clearance for the construction of National Highway 1A, if the province does not have a solution soon, there will be a hot spot of mass complaints and bypassing authorities.

Regarding the economic growth target for 2017, many delegates said that determining the target of GRDP growth rate of 8% - 9% is not close, setting a fluctuation of 1% is too wide and the province needs more fundamental solutions to achieve this target./.
