Vinh City completes documents to submit to the Government to complete the construction of new rural areas.

(Baonghean) - On the afternoon of December 16, the working delegation of the Central Steering Committee for the National Target Program on New Rural Construction led by Mr. Tran Van Mon - Deputy Director of the Department of Rural Development, Deputy Chief of the Office of the Central Steering Committee for the National Target Program on New Rural Construction, worked with Vinh City to examine the documents and conduct a field survey of Vinh City to request recognition of the completion of the task of building new rural areas.

Attending the meeting were comrade Dinh Viet Hong - Vice Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee for the National Target Program on New Rural Construction of the province and representatives of departments and branches: Provincial Fatherland Front Committee, Agriculture - Rural Development, Construction, Natural Resources - Environment, Industry and Trade, Transport - Communications, Provincial Police.

The members attending the conference reviewed the documents and surveyed Vinh City's reality and proposed to recognize the completion of the task of building a new rural area in 2016.

Vinh City has 16 wards and 9 suburban communes. According to the report of Vinh City People's Committee, after 6 years of implementing the National Target Program on New Rural Development, the City has mobilized and integrated the program with a capital of nearly 3 trillion VND. Of which: the central budget contributed 25 billion VND, the provincial budget more than 72 billion VND, the city budget more than 312 billion VND, the commune budget more than 366 billion VND, the people contributed nearly 1.9 trillion VND, enterprises contributed more than 121 billion VND and other sources more than 181 billion VND.

Up to now, 9/9 communes of Vinh City have completed 19/19 NTM criteria recognized by the Provincial People's Committee as meeting the standards.

Comrade Tran Van Mon, Deputy Director of the Department of Rural Development - Deputy Chief of the Central Office of the National Target Program on New Rural Construction, highly appreciated the efforts of the entire local political system in building new rural areas in recent years, and now has met the conditions to complete the construction of new rural areas. Vinh City needs to soon complete the dossier to submit to the government for recognition.

After surveying and inspecting the implementation of the National Target Program on New Rural Construction in some localities and through the city's report, at the working session, members of the Central Steering Committee of the National Target Program on New Rural Construction contributed some opinions, such as: Vinh City needs to compare with the new multidimensional poverty criteria to assess poor households more accurately; it is necessary to strengthen the prevention of social evils, especially drug trafficking, gambling, etc.

Vinh City needs to promote agricultural production in the direction of shifting the structure of crops with high commodity value, ensuring the overall development of the city. It is necessary to closely link to build a sustainable and long-term planning in the city, including doing a good job of urban construction management. Vinh City also needs to plan the construction of better cemeteries.Vinh City needs to re-plan rural power lines after localities have completed traffic criteria, ensuring aesthetics and safety when participating in traffic.

Comrade Dinh Viet Hong accepted the members' suggestions. In the coming time, the Provincial People's Committee will instruct departments, branches and Vinh City People's Committee to complete the documents to submit to the Government.

Concluding the working session, Mr. Tran Van Mon - Deputy Director of the Department of Rural Development - Deputy Chief of the Central Office of the National Target Program on New Rural Construction highly appreciated the efforts of the entire local political system in building new rural areas in recent years. Vinh City needs to complete the dossier soon, ensuring consistency and logic. Vinh City needs to strengthen the work of creating jobs and income for people and ensuring social security and order.

Comrade Nguyen Hoai An - Chairman of Vinh City People's Committee accepted the opinions and promised to overcome some shortcomings in some localities to which the delegation had contributed opinions.
