(Baonghean.vn) - Nghe An Provincial People's Committee issued a Plan (No. 716/KH-UBND dated November 29, 2016) to launch a peak period of inspection and mobilization to collect illegal weapons, explosives, and support tools before, during, and after the Lunar New Year 2017:

Purpose, requirements:

Raising awareness, sense of responsibility and mobilizing the strength of the entire political system and all people to participate in preventing, detecting, combating, stopping and strictly handling illegal acts of trading, transporting and storing weapons, explosives and supporting tools (VK, VLN, CCHT), contributing to ensuring security and order in the area, serving people to enjoy Tet holiday and welcome the Spring of Dinh Dau 2017 safely and healthily; Through the general inspection and review of subjects permitted to equip weapons and CCHT; establishments and enterprises producing, supplying and using industrial explosives to promptly detect, correct and overcome loopholes and shortcomings, not allowing bad subjects to take advantage to commit crimes and violate the law.

The launch of a peak period to collect illegal weapons, explosives and supporting tools must be organized synchronously with the drastic participation of departments, branches, organizations, authorities at all levels and all cadres and people in the whole province; at the same time, ensuring savings, safety and efficiency.

Party committees, authorities, sectors and organizations at all levels have made the inspection and mobilization of the recovery of weapons, explosives and supporting tools one of the important contents that need to be focused on directing and implementing, in conjunction with the serious and effective implementation of the directive documents of the Government, Provincial Party Committee and Provincial People's Committee on the management and use of weapons, explosives and supporting tools, focusing on:

Decree No. 16/201/UBTVQH12 dated June 30, 2011 of the 12th National Assembly Standing Committee on management and use of weapons, explosives, and dangerous toys; Directive No. 902/CT-TTg dated June 25, 2009 of the Prime Minister on "Strengthening the management of prohibited weapons, explosives, dangerous toys, fireworks, and dangerous toys, ensuring security and order in the new situation"; Decree No. 36/2009/ND-CP dated April 1, 2010 of the Government on management and use of fireworks; Directive 13/UBND.NC dated April 6, 2010 and Plan No. 396/KH-UBND dated August 1, 2012 of the Provincial People's Committee on general inspection and recall of weapons, explosives, dangerous toys; Plan No. 541/KH-UBND dated September 6, 2016 of the Provincial People's Committee on preventing and combating violations related to fireworks before, during and after the Lunar New Year 2016.

Task assignment:

Provincial Police: Direct functional units to carry out the management, licensing, and use of weapons, explosives, and explosives in accordance with the law. Proactively grasp the situation, detect, and arrest subjects and networks that illegally produce, store, transport, trade, and use weapons, explosives, and explosives to strictly handle them according to the law. Coordinate well in propaganda and mobilization work to mobilize people to hand over weapons, explosives, and explosives.

Provincial Border Guard Command, Provincial Customs Department: Strengthen coordination with local authorities to strictly control land borders, sea borders, border gates, and seaports to prevent and stop weapons, explosives, and explosives from illegally entering the province from abroad across the border and by sea; coordinate and strictly handle violators.

The Plan implementation period starts from December 1, 2016 to February 25, 2017.

The Provincial Police shall preside over and coordinate with the Provincial People's Committee Office to monitor, inspect, and synthesize reports on the implementation results of the Plan; advise the Provincial People's Committee to reward collectives and individuals who have performed well and achieved high results; criticize collectives and individuals who have implemented ineffectively and lacked determination; synthesize the situation and results and advise the Provincial People's Committee to report to the Government and the Provincial Party Committee according to regulations.
