This time, standing on the newly opened road (breakwater, storm shelter construction project for fishing boats in Lach Quen area, additional project of embankment No. 6), I was happy to witness the excitement of the people...

We were on the road where construction was continuing (the breakwater project to prevent storms and floods). Mr. Nguyen Ngoc Hoi - a fisherman in Phong Thang hamlet, Tien Thuy commune (Quynh Luu) excitedly said: "This breakwater used to be a river, and construction started in 2016. My family and many other households in the commune are very happy, no longer worried when the rainy and stormy season comes". Another man added: "The house is near the river, every time there is a storm, the family has to transport jars of fish sauce and shrimp paste to store...".

Breakwater No. 6 (70% progress so far). People are excited to have a new road serving their daily life and contributing to preventing storms and floods.

This project was started in 2016, this is a project to build a storm shelter for fishing boats in the Quen stream area, the additional item of embankment No. 6 was allowed to be added by the People's Committee of Nghe An province in Official Dispatches No. 5779/UBND-NN dated October 1, 2011 and No. 6136/UBND-TM dated September 1, 2015 (up to now, 70% of the volume has been completed; expected to be completed in July 2017).

The embankment is 1,172m long from Hau bridge to embankment No. 3 of Tien Thuy fishing port. The traffic road is 6m wide, with concrete surface. The embankment roof on the river side is reinforced with rubble masonry mortar grade 100, 25cm thick. The embankment foot is reinforced with hexagonal buy pipe with an inner diameter of 0.8m, 2m long, and reinforced concrete grade 200, 15cm thick... The project provides a place for anchoring and sheltering from storms for about 423 ships with a capacity of <200 horsepower or 406 ships with a capacity of <400 horsepower, especially convenient for the lives of fishermen.

At the construction site of Binh Son I canal (11,172 km long), the atmosphere is equally bustling. Engineers and skilled workers are working urgently to complete the project according to the set plan. Binh Son 1 canal project is one of 6 major projects in the project "Irrigation and drainage system for the color area of ​​Quynh Luu district", approved by the People's Committee of Nghe An province in Decision No. 6014/QD.UBND-NN dated December 13, 2010. The project is invested by the People's Committee of Quynh Luu district, with a total capital of more than 279 billion VND used to repair and upgrade 1 water pumping station and reinforce and build new sewer systems and drainage channels in some communes in the coastal area. According to the plan, the project will be completed and put into operation in 2017.

According to research, the coastal area of ​​Quynh Luu district has about 700 hectares of specialized vegetable cultivation and has built vegetable fields with high income from 150 - 170 million VND/ha/year. Currently, in addition to the support and incentive policies for farmers to invest and develop a variety of high-income vegetables, the project "Quynh Luu District Irrigation and Drainage System" has created favorable conditions in terms of facilities, helping farmers have enough water to irrigate vegetables every day; at the same time, effectively draining water when the rainy season comes. When the project comes into operation, the coastal vegetable growing area will certainly develop further, providing an abundant and rich source of vegetables to the market, creating conditions for the development of the Quynh Luu vegetable brand.

It is known that, along with the project "Irrigation and drainage system for the color area of ​​Quynh Luu district", in 2016, Quynh Luu district had 198 projects implemented, with a total investment of more than 4,300 billion VND. Typical projects include the construction of National Highway 48B; construction of a seawater supply system for industrial shrimp farming according to VietGAHP standards in Quynh Bang commune; upgrading infrastructure for concentrated aquaculture areas in Quynh Luong, Quynh Thanh, Quynh Tho communes; upgrading Mo River dike; Quynh Hong - Quynh Hung inter-commune road, National Highway 1A power line... Currently, the value of the projects is about 312.3 billion VND; estimated disbursement is 190.802 billion VND; cumulative disbursement is nearly 2,000 billion VND.

Mr. Bui Van Hao - Director of the Construction Investment Management Board of Quynh Luu district said: "The basic construction investment work in Quynh Luu has had positive changes, thanks to good planning, survey and design, project appraisal and strengthening of construction management, especially the progress of key projects. Along with that, the district has done a good job of site clearance and regularly paid attention to and promptly removed difficulties and obstacles for construction units, so the projects and investment works are implemented quickly, in compliance with State regulations". Currently, over 100 works are under construction, most of which have achieved progress of 50% or more. Completed works include: Quynh Long, Quynh Thuan, Quynh Tho dykes (wave breakers); Quynh Nghia, Tien Thuy internal roads, Khe Binh dam (Quynh Chau commune)... and many other works.

2016 is the second year that Quynh Luu district has implemented the Law on Public Investment and a number of decrees and decisions of the Provincial People's Committee on principles, criteria, and norms for allocating development investment capital from the state budget... Accordingly, based on the decision on allocating investment capital in 2016 of the Provincial and District People's Committees; the Resolution approving the 2016 state budget revenue and expenditure estimates of the District People's Council, the Quynh Luu District People's Committee has promptly directed specialized departments, project management boards, and investors to seriously implement, ensure construction progress and disburse planned capital sources on schedule.

Along with that, the district-level departments, agencies and branches have focused on actively implementing the solutions that have been directed and directed by the leaders of the district People's Committee; strengthening administrative procedure reform; improving the quality of professional work to quickly resolve documents and procedures for investors; the work of appraising investment projects, examining designs, estimating and verifying settlements, and guiding procedures for compensation and site clearance has received attention. In addition, the district also regularly updates, guides and directs the implementation of new policies and regimes in the field of basic construction investment for timely and serious implementation. At the same time, it has strengthened the inspection and examination work in the field of basic construction investment. Specifically, in 2016, the district People's Committee inspected the management of construction investment projects in the communes of Quynh Bang, Quynh Tam, Quynh Thuan and Quynh Lam. Through the inspection, a number of violations were promptly detected and handled with a total amount of nearly 240 billion VND. The results of implementing the recommendations for recovery and payment to the State budget reached 100%, contributing to correcting and preventing negativity, waste, and corruption in the management of construction investment in the locality...

Entering 2017, the People's Committee of Quynh Luu district has directed the district-level departments, branches, and sectors, the People's Committees of communes and towns to organize and implement the construction investment plan for 2017 in accordance with the regulations of the superiors. The district's goal is still to promote internal resources, increase the attraction of external resources, central and provincial capital for development investment, restructure investment associated with resource concentration, improve the quality of capital management, promote socialization in development investment, focus on implementing the National Target Program on New Rural Construction. Strive to complete the goals and tasks set out in the Resolution of the 27th District Party Congress and the 5-year socio-economic development plan 2016 - 2020. In particular, the district strives for a growth rate in construction of 9 - 10%; mobilize total social development investment capital to reach 3,900 - 3,950 billion VND; expected number of projects to be implemented in 2017 is 93 projects (excluding completed projects) with total investment of more than 3,500 billion VND.

Completed and under-construction projects in Quynh Luu district have brought many marks to the local development and excitement to the people.
