Stabilizing the lives of people affected by the Song Sao canal project

a, Currently, households with Tuy nen tunnels under their houses and land cause psychological insecurity, and at the same time, that land area cannot be sold. It is recommended that there be a plan to relocate or compensate the people.
The relevant authorities responded to this issue as follows:
- Regarding compensation for households:
The Sao River Tunnel project is being constructed through the boundaries of Thinh My hamlet, Nghia My commune and Dong Xuan and Dong My hamlets of Dong Hieu commune. The total length of the route is 1,315m, the tunnel passes through residential land and garden land of some households (with a depth from the natural ground to the bottom of the tunnel of 20 - 60m). According to the provisions of the 2013 Land Law and documents guiding the implementation of the Land Law, compensation and support for land for underground works have not been specifically and clearly regulated.

However, to ensure the rights of households, the Department of Agriculture and Rural Development has directed the Project Management Board to work with the Department of Natural Resources and Environment to advise the Provincial People's Committee to support compensation for families where the tunnel passes through; and on November 13, 2015, the Provincial People's Committee issued Official Dispatch No. 8321/UBND-DC on compensation for land acquisition for projects with underground works, in which the specific support levels are as follows:
+ For residential land: Compensation is equal to 50% of the residential land price regulated by the Provincial People's Committee multiplied (x) by the affected area.
+ For land for perennial crops and production forests: Compensation is equal to 30% of the land price for compensation calculation multiplied (x) by the affected area.
Thus, the issue of compensation for households affected by the Tuyen Nen tunnel has been resolved by the authorities.
- Regarding the issue of relocating houses on the tunnel:
Relocating houses on the tunnel is very difficult because it will be very costly and ineffective. This is a permanent project, designed according to international standards, reinforced with 250 grade reinforced concrete, 50 cm thick, so it does not affect the stability of the above-ground structures and ensures the safety of households living on the tunnel.
b) Propose that the Provincial People's Committee direct the Department of Agriculture and Rural Development and Phu Quy Irrigation Company Limited to soon have a plan to ensure water for daily life and production for people.
The relevant authorities responded to this issue as follows:
- Regarding domestic water: Currently in Dong Xuan hamlet, Dong My, Dong Hieu commune, the construction unit has drilled 21 wells with a depth of 50-70m; these wells have abundant water sources, water quality is guaranteed to serve the people. After 3 years of use, the water source is very stable. To be proactive in overcoming problems at the drilled wells, Phu Quy Irrigation Company Ltd. has signed a deposit with Dong Hieu Commune People's Committee so that when there is a problem with the pipeline or pump, the people will directly work with the Commune People's Committee to get the repair cost.

- Regarding production water: After the tunnel was completed, the Sao River water flowing through Tuynen irrigated most of the production area at the exit, and the ponds and lakes now have water to serve livestock and aquaculture.
