(Baonghean) - The Vinh - Hung Tay 72m road construction project under the Vinh Urban Development Sub-project funded by the World Bank (WTO) is one of the key projects of the province and city. To keep up with the project's progress as committed to the sponsor, Vinh city has focused on many solutions and mobilized the participation of the entire political system. It is worth noting that given the importance of the project, hundreds of households in Hung Dong commune have agreed to dismantle the construction and houses and hand over the site to the construction contractor.

Realizing that this is a key route that contributes to changing the urban landscape, creating conditions for local socio-economic development.

After being propagated and mobilized by the city's departments and agencies, he completely agreed with the compensation plans for site clearance and resettlement land arrangement. He rented machinery and dismantled two housing projects in two different locations, including a two-story house and a level 4 house with a total area of ​​1,350m2.2to hand over the site to the construction unit.

Mr. Dau Ngoc Toan shared: My family completely agrees with the policy of the Party and the State. My family has received resettlement land and compensation for land acquisition. After the house is demolished, we will build a new house in the resettlement area to stabilize our lives.

In Hung Dong commune, there are currently 177 households in 4 hamlets Trung Thuan, Trung Tien, Mai Loc, Yen Binh that are subject to land acquisition to implement the project of building the 72m Vinh - Hung Tay road. Recently, the city has coordinated with local authorities and relevant departments to establish 4 working groups that regularly stay close to the area and people to propagate, mobilize, and have measures to support people.

With the drastic participation of the entire political system, currently over 170 households have received compensation and are organizing the demolition of constructions and houses to hand over the site. The city has also established regular teams in 4 hamlets, and mobilized machinery and equipment to support people in simultaneously dismantling their houses. For the remaining households, the commune is focusing on mobilizing people to hand over the site to the construction unit soon.

However, currently, the land acquisition work in Hung Dong commune is also facing many difficulties such as: The resettlement areas are under construction, so it has not created trust for people to build houses. The arrangement of temporary residence and renting houses for people before completing the resettlement areas is very difficult because the people in Hung Dong mainly do agriculture, with many means of production.

Mr. Tran Anh Tan - Chairman of the People's Committee of Hung Dong Commune (Vinh City) said: In the face of the above difficulties, the commune has created conditions for people according to the State's policy in supporting house rent, human resources to dismantle houses, transport furniture and assets. The commune also proposed that the city soon complete resettlement areas, for completed areas, it is necessary to invest in electricity and clean water systems so that people can feel secure in their new homes.

The 72m Vinh - Hung Tay road construction project has a total value of over 21.5 million USD, including 3 construction packages passing through wards and communes such as: Quan Bau, Hung Dong (Vinh City) and Hung Tay commune (Hung Nguyen district). The project started in January 2016, according to the commitment with the sponsor, it must be completed in June 2017. Up to this point, the project has passed 60% of the time but the construction progress has only reached 30%, due to the lack of site clearance, affecting the construction progress of the project.

Faced with that situation, in recent times, especially in the last months of 2016, the city has focused on the work resolutely, holding weekly steering committee meetings to learn from experience, assigning specific responsibilities to each member to closely follow the locality, and establishing mobilization groups to promptly support the people. Up to this point, most of the people in Hung Dong have voluntarily demolished their houses and handed over the site to the construction unit. However, currently, on the 72m road, there are still some problems in the area bordering Mai Hac De road (Quan Bau ward) and Hung Tay commune (Hung Nguyen), so the route cannot be opened yet.

According to Mr. Nguyen Trung Dung - Director of Vinh Urban Development Project Management Board: Due to many difficulties and obstacles in site clearance, the progress of the 72m road project has been affected. Although the city and functional departments have taken drastic measures, they have not yet resolved the bottlenecks in site clearance. Therefore, drastic measures from all levels and sectors and consensus and cooperation from the people are needed.

According to the commitment with the sponsor, if the 72m road project is not completed on time, it will affect the progress of the Vinh urban development sub-project and the risk of the sponsor cutting off capital is very high. It can be seen that the completion of the project will not only create conditions for socio-economic development, change the urban appearance but also contribute to improving and enhancing the lives of local people. At this time, we hope for the consensus of the people to create conditions for the city to complete the site clearance and accelerate the project progress according to the assigned schedule./.
