Deputy Prime Minister launched the 2017 Traffic Safety Year

On the morning of January 4, in Hanoi, Politburo member, Permanent Deputy Prime Minister Truong Hoa Binh, Chairman of the National Traffic Safety Committee attended and delivered a speech at the launching ceremony of the Traffic Safety Year 2017.

Attending the launching ceremony were Minister of Transport Truong Quang Nghia - Permanent Vice Chairman of the National Traffic Safety Committee, Chairman of Hanoi People's Committee Nguyen Duc Chung, leaders of central ministries, branches, Hanoi City and many functional forces.

Speaking at the ceremony, the First Deputy Prime Minister emphasized: Over the past years, under the leadership of the Party and the drastic and synchronous participation of the entire political system, the work of ensuring traffic order and safety has had many positive changes. Continuously from 2011 to the end of 2016, traffic accidents have been reduced in all three criteria of number of cases, number of deaths and number of injuries; traffic congestion in Hanoi and Ho Chi Minh City has been gradually overcome.

Entering 2017, the economy continues to grow strongly, international integration is increasingly deep, traffic demand, the number of vehicles and the diversity of traffic participants will continue to increase, creating a huge challenge for ensuring traffic safety and order. Therefore, the National Traffic Safety Committee has built the 2017 Traffic Safety Year program with the theme "Building traffic culture among youth and children" with the spirit of "Human life is above all", the goal is to strive to reduce by 5-10% the number of cases, deaths and injuries due to traffic accidents compared to 2016.

At the launching ceremony, on behalf of the Prime Minister, the Permanent Deputy Prime Minister requested the National Traffic Safety Committee, ministries, branches, organizations and People's Committees of centrally-run provinces and cities to thoroughly grasp and effectively implement key task groups in 2017.

That is, continue to effectively implement Directive No. 18 of the Secretariat on strengthening the Party's leadership in ensuring traffic order and safety, overcoming traffic congestion; linking the results of ensuring traffic order and safety with the responsibilities of the heads of ministries, branches, localities and units. The motto for directing and operating traffic order and safety in 2017 is "Regular, timely, practical, and decisive".

Improve the effectiveness of State management and the effectiveness of public service implementation in ensuring traffic safety and order, focusing on the following stages: Transport management; training, testing and granting of driving licenses; vehicle registration; patrolling and control. Strengthen the safety of traffic infrastructure, first of all thoroughly handling black spots of traffic safety on national highways and provincial roads; at intersections between secondary roads and main roads, railway crossings, and potential accident spots on waterways.

Deputy Prime Minister Truong Hoa Binh stated that it is necessary to strengthen inspection, patrol and control; strictly and resolutely handle high-risk behaviors leading to traffic accidents such as driving over the speed limit; driving under the influence of alcohol; passenger cars illegally picking up and dropping off passengers on the highway; and overloading vehicles.

Innovate and improve the effectiveness of propaganda, dissemination and education of traffic safety laws, and build traffic culture for all people, especially for youth, children, ethnic minorities, remote areas and poor people.

“In particular, the Ho Chi Minh Communist Youth Union must take the lead in developing a specific action program to implement the theme 'Building traffic culture among youth and children', minimizing traffic accidents involving youth and children,” the First Deputy Prime Minister stated.

To facilitate people's travel during the Lunar New Year and the Dinh Dau spring festivals, the First Deputy Prime Minister requested ministries, branches and localities to seriously implement the Prime Minister's Official Dispatch No. 2239/CD-TTg on ensuring order and traffic safety during the Lunar New Year and the spring festivals in 2017. In particular, ensuring the quality of passenger transport services, regulating and preventing traffic congestion, and strictly inspecting and handling violations of traffic order and safety.
