Nghe An: Investing 1,100 billion VND to build traffic works

(Baonghean.vn) - On the afternoon of December 20, the Department of Transport held a meeting to summarize the transport work of Nghe An province in 2016 and deploy tasks for 2017.

Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee attended and gave a speech; Comrade Nguyen Hong Ky - Member of the Provincial Party Committee, Director of the Department of Transport chaired the conference.

In 2016, transport infrastructure was identified as one of the five breakthroughs, along with three key economic zones to create a breakthrough, rapid and sustainable development of the province, so it continued to receive investment attention. The output of investment in construction of transport works invested by the Department of Transport is estimated at 1,100 billion VND, disbursement is estimated at 928 billion VND. For the works invested by the Department, the handover procedures have been basically completed, and 53.5 km and 08 bridges have been put into operation.

Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee spoke highly of the results achieved by the transport sector in recent times.

The rural transport system has been focused on investment and construction. In particular, the Provincial People's Committee has issued decisions to support cement for rural roads to implement the National Target Program on New Rural Construction, so the movement to build BTXM roads in communes in the province has developed strongly.

Quality management continues to be strengthened, ensuring compliance with State regulations. The collection and payment of road use fees are directed with attention, in 2016 it is estimated that 140 billion VND of road use fees for cars will be collected.

Transport management has many positive changes. Regarding air transport, the total number of currently operating routes is 8, performing an average of 12-14 flights/day. The volume of transported passengers is estimated at 1.7 million passengers (up 23.3% compared to the same period in 2015); revenue is estimated at 50.3 billion VND.

In addition, the management of vehicles, inspection of road motor vehicles; training, testing, issuance and renewal of driving licenses are strengthened to resolve issues quickly and conveniently for the people. Traffic inspection work is carried out regularly, focusing on inspection and examination to ensure traffic safety and road and inland waterway transport activities, violations of traffic corridors, driver training and testing, protection of traffic structures, violations of traffic safety and order... Establish inspection teams, issue plans to handle vehicles that have expired their use period, inland waterway traffic safety inspection teams, oversized and overloaded vehicles...

In their speeches at the conference, delegates said that in 2016, the policy of curbing inflation, stabilizing the macro-economy, and strengthening investment management from the state budget and government bond capital according to Resolution 11 and Directive 1792 of the Prime Minister resulted in many projects lacking capital, construction was suspended, and some important projects have not been implemented. Mobilizing non-budgetary capital for investment in transport development has had positive changes but still cannot meet the demand. Capital for management and maintenance of roads and inland waterways only meets about 50% of the demand; for district and commune roads, the situation is even more difficult. The progress of some projects is sometimes slow due to difficulties in capital sources and obstacles in site clearance.

In addition, there are still some shortcomings in transport management; although traffic accidents have decreased, they are still complicated, and violations of traffic safety laws are still common.

Speaking at the conference, comrade Huynh Thanh Dien acknowledged and praised the efforts of the transport sector in the past time. Regarding the tasks in 2017, he requested the sector to continue to have breakthrough solutions, review plans, projects, and policies on transport development in accordance with the Resolutions of Party Congresses at all levels and the Program and plan to implement Resolution 26/NQ-TW of the Politburo in the new situation. Focus on directing the acceleration of construction progress, early completion, handover and putting into use of key projects.

The industry is requested to focus on relocating the bus station to reduce congestion in Vinh city, increase air transport routes, open new routes; connect and open a railway freight station in Nam Cam Industrial Park to reduce the load on roads...

The Vice Chairman of the Provincial People's Committee also requested the sector to focus on quality management, from the investment preparation, investment implementation and post-investment stages, strictly implementing state regulations on construction management, management and repair of traffic infrastructure. Strengthen inspection and re-inspection of all projects, especially key projects with high technical requirements, complexity, large total investment, traffic works invested by districts and sectors, creating strong changes in the management of traffic works quality...

On this occasion, 5 collectives and 6 individuals with achievements in local transport development were awarded Certificates of Merit by the Ministry of Transport; 3 collectives and 16 individuals with outstanding achievements in their work were awarded Certificates of Merit by the Provincial People's Committee.
